وبعد ذلك، جاء قرار الجمعية العامة ٤٤/٢٢٥ الذي يسلم في ديباجته بأن " أية تدابير تنظيمية ... ينبغي لها أن تراعي أفضل اﻷدلة العلمية المتاحة " .

وتراعى في التدابير المتخذة فيما يتعلق بأعالي البحار حقوق وواجبات ومصالح الدولة الساحلية، بموجب الاتفاقية، وتستند تلك التدابير إلى أفضل اﻷدلة العلمية المتاحة وتراعى فيها أيضا أي تدابير للحفظ واﻹدارة تكون الدولة الساحلية قد اتخذتها وطبقتها فيما يتعلق باﻷرصدة نفسها وفقا للمادة ٦١ من الاتفاقية في المنطقة الخاضعة لولايتها الوطنية.

At its forty-ninth session, the General Assembly, in its resolution 49/118 of 19 December 1994, recognized that in relevant provisions of the United Nations Convention on the Law of the Sea 1/ States are called upon to take into consideration, when establishing conservation and management measures for target fisheries, the effects on associated or dependent species, taking into account the best scientific evidence available.
١ - في الدورة التاسعة واﻷربعين، أعربت الجمعية العامة، في القرار ٤٩/١١٨ المؤرخ ١٩ كانون اﻷول/ ديسمبر ١٩٩٤، عن إدراكها، ﻷن اﻷحكام ذات الصلة في اتفاقية اﻷمم المتحدة لقانون البحار)١( تطلب الى الدول أن تضع في اعتبارها، عند وضع تدابير الحفظ واﻹدارة لمصائد اﻷسماك المستهدفة، ما لهذه التدابير من آثار على اﻷنواع المرتبطة باﻷنواع المجتناة أو المعتمدة عليها، مع أخذ أفضل اﻷدلة العلمية المتاحة في الحسبان.
