1. Any dispute between two or more States Parties concerning the interpretation or application of the present Convention that is not settled by negotiation shall, at the request of one of them, be submitted to arbitration.
1 - يعرض للتحكيم أي نزاع ينشأ بين دولتين أو أكثر من الدول الأطراف بشأن تفسير أو تطبيق هذه الاتفاقية ولا يسوى عن طريق المفاوضات وذلك بناء على طلب واحدة من تلك الدول.

2. Any other dispute between two or more States Parties relating to the interpretation or application of this Statute which is not settled through negotiations within three months of their commencement shall be referred to the Assembly of States Parties.
2 - يحال إلى جمعية الدول الأطراف أي نزاع آخر بين دولتين أو أكثر من الدول الأطراف بشأن تفسير أو تطبيق هذا النظام الأساسي لا يُسوّى عن طريق المفاوضات في غضون ثلاثة أشهر من بدايته.

The Government of the Kingdom of Morocco does not consider itself bound by the first paragraph of this article, which provides that " any dispute between two or more States Parties concerning the interpretation or application of the present Convention which is not settled by negotiation shall, at the request of one of them, be submitted to arbitration " .
لا تعتبر حكومة المملكة المغربية نفسها ملزمة بالفقرة الأولى من هذه المادة التي تنص على أن " أي خلاف بين دولتين أو أكثر من الدول الأطراف بشأن تفسير الاتفاقية الحالية أو تطبيقها لا يسوى عن طريق التفاوض يرفع للتحكيم بناء على طلب إحداها " .

The Government of the Kingdom of Morocco does not consider itself bound by the first paragraph of this article, which provides that " [a]ny dispute between two or more States Parties concerning the interpretation or application of the present Convention which is not settled by negotiation shall, at the request of one of them, be submitted to arbitration " .
لا تعتبر حكومة المملكة المغربية نفسها ملزمة بالفقرة الأولى من هذه المادة التي تنص على أن " أي خلاف بين دولتين أو أكثر من الدول الأطراف بشأن تفسير الاتفاقية الحالية أو تطبيقها لا يسوى عن طريق التفاوض يرفع للتحكيم بناء على طلب إحداها " .

1. When a dispute arises between two or more States Parties relating to the interpretation or application of this Convention, the States Parties concerned shall consult together with a view to the expeditious settlement of the dispute by negotiation or by other peaceful means of their choice, including recourse to the Meeting of States Parties and referral to the International Court of Justice in conformity with the Statute of the Court.
1 - عندما ينشأ نزاع بين اثنتين أو أكثر من الدول الأطراف بشأن تفسير أو تطبيق هذه الاتفاقية، تتشاور الدول الأطراف المعنية فيما بينها بغية التعجيل بتسوية النزاع عن طريق التفاوض أو بوسائل سلمية أخرى تختارها، بما فيها اللجوء إلى اجتماع الدول الأطراف وإحالة النزاع إلى محكمة العدل الدولية طبقا للنظام الأساسي للمحكمة.
