With regard to the cost-accounting system requested by the General Assembly in resolution 50/206 D, paragraph 1, the United States echoed the concern expressed in paragraphs 62 to 65 of the report of the Committee on Conferences (A/51/32) as well as in statements by the European Union and other countries and by Japan that the Secretariat had not devised such a system, which was crucial in knowing the budget impact of requests and decisions.

66. The Special Committee believes that the Secretariat has not provided convincing explanations for the proposed organizational structure and staffing of the Department, taking into account recent trends.
