Letters were also sent to the Under-Secretary-General for Peacekeeping Operations and the representatives of the following private companies: Archer Daniels Midland, Canadian Natural Resources, Devon Energy Corporation and Groupe CEMOI.

The Committee also agreed to send letters to the Under-Secretary-General for Peacekeeping Operations, to the Secretary-General of the International Civil Aviation Organization (ICAO) and to the World Bank Director for South Central Africa and the Great Lakes Region, drawing attention to and seeking their views on relevant recommendations contained in the report of the Group of Experts.

The Military Adviser, who concurrently serves as the Director of the Military and Civilian Police Division, currently reports to the Under-Secretary-General for Peacekeeping Operations through one of the two Assistant Secretaries-General or directly to the Under-Secretary-General, depending on the nature of the issue concerned.

In its resolution 61/279, the General Assembly noted the unique nature of the reporting line from the head of the Department of Field Support to the Under-Secretary-General for Peacekeeping Operations.

The Committee was informed, upon enquiry, that the Strategic Military Cell was staffed mostly by 29 officers from countries contributing troops to UNIFIL who were paid travel expenses and received daily subsistence allowance; the Director of the Cell was the focal point for the provision of strategic military advice on UNIFIL and reported to the Under-Secretary-General for Peacekeeping Operations.

26. Notes the unique nature of the reporting line from the head of the Department of Field Support to the Under-Secretary-General for Peacekeeping Operations, and decides that having one head of department (Department of Field Support) report to and take direction from another head of department (Department of Peacekeeping Operations) shall not set a precedent in the Secretariat;

Pursuant to decisions taken by the Committee in connection with the recommendations contained in the interim report, the Committee addressed letters on 17 July 2012 to the Under-Secretary-General for Peacekeeping Operations and the Permanent Representative of the Democratic Republic of the Congo.

In addition, while other evaluation functions in the Secretariat have some military capacity, they do not focus primarily on the operational preparedness and utilization of uniformed capabilities and are unable to provide the necessary strategic and operational advice directly to the Under-Secretary-General for Peacekeeping Operations to allow for an effective review of policies and their implementation.
