It is important that we should not be lulled into complacency just because the cold war is over; the threat of nuclear war between nuclear-armed States in our contemporary world has not disappeared.
ومن المهم ألا نركن إلى الرضا عن النفس لمجرد أن الحرب الباردة قد انتهت، فالتهديد بوقوع حرب نووية بين الدول المسلحة نوويا في عالمنا المعاصر لم يتبدد.

While real nuclear threats -- the existence of dangerous disputes among nuclear-armed States -- are being ignored, an attempt is being made to focus attention on the possible danger of weapons of mass destruction falling into the hands of non-State actors and terrorist groups.
وبينما يجري تجاهل التهديدات النووية الحقيقية - وهي وجود منازعات خطيرة بين الدول المسلحة نوويا - تُبذل محاولة لتركيز الاهتمام على خطر احتمال وقوع بعض أسلحة الدمار الشامل في أيدي أطراف غير حكومية وجماعات إرهابية.

The nuclear-armed States can and should make serious commitments to dramatic further reductions in the size of their arsenals; hold the number of weapons physically deployed and ready for immediate launch to an absolute minimum; and change their strategic doctrines to limit the role and salience of nuclear weapons, ideally by committing to “no first use.”
وبوسع الدول المسلحة نوويا ــ بل ينبغي لها ــ أن تقدم التزامات جادة بالمزيد من التخفيضات الكبيرة في حجم ترساناتها؛ والإبقاء على عدد الأسلحة المنتشرة فعلياً والجاهزة للإطلاق الفوري عند أدنى حد ممكن؛ وتغيير عقائدها الاستراتيجية للحد من دور الأسلحة النووية وبروزها، من خلال التعهد "بعدم استخدامها أولا".

2. On the need for nuclear-armed States not party to the Nuclear Non-Proliferation Treaty to make a similar undertaking to accomplish ultimately the total elimination of their nuclear arsenals, and to acknowledge the universal and binding nature of the norms against testing, acquisition, and use or threat of use of nuclear weapons otherwise than for defence against nuclear attack.
2 - ضرورة أن تُقدم الدول المسلحة نوويا التي ليست طرفا في معاهدة عدم انتشار الأسلحة النووية تعهدا مماثلا بتحقيق الإزالة التامة لترساناتها النووية في نهاية المطاف، وأن تعترف بالطابع العالمي والملزم لقواعد مناهضة إجراء تجارب لأسلحة نووية، أو اقتناء أسلحة نووية، أو استخدامها أو التهديد باستخدامها عدا في حالات الدفاع ضد هجوم نووي.

The truth is that none of the nuclear-armed States, inside or outside the NPT, pays anything more than lip service to the ultimate elimination of nuclear weapons. The continued seductive power of the Cold War logic and language of nuclear deterrence is the primary reason, though for some states it is clear that the testosterone factor – perceived status and prestige – also plays a role.
ان الحقيقة هي ان اي من الدول المسلحة نوويا داخل او خارج معاهدة الانتشار النووي تقوم بالمداهنة فيما يتعلق بازالة الاسلحة النووية في نهاية المطاف . ان استمرار اغراء قوة منطق الحرب الباردة ولغة الردع النووي هو السبب الرئيس بالرغم انه بالنسبة لبعض الدول فإن من الواضح ان عامل التيستيرون – اي المكانة والهيبة التي يتم تصورها – تلعب دورا كذلك .

Progress toward achieving a safer and saner world requires all of the nuclear-armed States to break out of their Cold War mindset, rethink the strategic utility of nuclear deterrence in current conditions, and recalibrate the huge risks implied by retaining their arsenals. It is time for them to recognize that in today’s world, nuclear weapons are the problem, not the solution.
ان التقدم باتجاه عالم اكثر امنا وعقلانية يتطلب من جميع الدول المسلحة نوويا ان تتخلى عن عقلية الحرب الباردة وتعيد التفكير في الاستفادة الاستراتيجية من الرادع النووي في الظروف الحالية وتعيد تقييم المخاطر الكبيرة المرتبطة بالاحتفاظ بتلك الترسانات . لقد حان الوقت لهولاء ان يقروا انه في عالم اليوم فإن الاسلحة النووية هي المشكلة وليست الحل .
