The Ombudsman and Human Rights Office is the competent authority for the consideration of complaints relating to torture and ill-treatment. Working with other regulators, it seeks to ensure the correct outcome for all complaints. Acts of torture or ill-treatment are investigated by the prosecutors in various directorates and in reform and rehabilitation centres.
ويعد مكتب المظالم وحقوق الإنسان الجهة المختصة بالنظر في الشكاوى المتعلقة بالتعذيب أو سوء المعاملة إضافة إلى الجهات الرقابية الأخرى، حيث يتم التحقيق في الشكاوى حسب القانون بواسطة المدعين العامين في المكتب واتخاذ القرارات المناسبة إزاء كل شكوى، ويختص المكتب أيضا بالنظر في الشكاوى المتعلقة بأعمال التعذيب أو سوء المعاملة والتي يحقق فيها المدعون العامون في المديريات ومراكز الإصلاح والتأهيل.

The Committee requests that the State party provide in its next periodic report detailed statistical data, disaggregated by crime, ethnicity and gender, on complaints relating to torture and ill-treatment allegedly committed by law enforcement officials and on the related investigations, prosecutions, and penal and disciplinary sentences. Information is further requested on any compensation and rehabilitation provided to the victims.
49- وتطلب اللجنة من الدولة الطرف أن تقدّم في تقريرها الدوري القادم بيانات إحصائية مفصّلة مصنفة حسب الجريمة والعرق والجنس، عن الشكاوى المتعلقة بأعمال التعذيب وسوء المعاملة المرتكبة على أيدي موظفي إنفاذ القانون، وعن التحقيقات والملاحقات والعقوبات التأديبية والقانونية ذات الصلة، إلى جانب معلومات عن أي تعويض أو إعادة تأهيل للضحايا.

The Committee requests the State party to provide information, including statistics, on the number of complaints of torture and ill-treatment and results of all the proceedings, at both the penal and disciplinary levels, and their outcomes.

The State party should establish an independent mechanism for investigating complaints of torture or ill-treatment at the hands of members of police or security forces or the intelligence services and facilitate the filing of complaints by the victims.
وينبغي للدولة الطرف أن تنشئ آلية مستقلة مكلفة بالتحقيق في الشكاوى المتعلقة بأعمال التعذيب وسوء المعاملة المرتكبة من قبل أفراد من قوات الشرطة والأمن والدوائر الاستخباراتية وتسهيل تقديم الضحايا شكاوى في هذا الشأن.

(a) Ensure the prompt and impartial investigation of all complaints of torture and ill-treatment.
