The Secretariat wished to draw attention to the provision of part B, section VI, of General Assembly resolution 45/248, in which the General Assembly had reaffirmed that administrative and budgetary matters should be dealt with by the Fifth Committee and the Advisory Committee on Administrative and Budgetary Questions.

(b) Requested the Executive Director of UNEP, after consulting with the bureaux of the conferences of the parties to the Basel, Rotterdam and Stockholm conventions, to proceed immediately with the recruitment of a joint head to serve for a period of two years, noting that the continuation of the joint head would be subject to review in the context of the review arrangements set out in section VI of the omnibus decisions;
(ب) طلبت إلى المدير التنفيذي لبرنامج البيئة أن يشرع فوراً، بعد التشاور مع مكاتب اتفاقيات بازل وروتردام واستكهولم، في تعيين رئيس مشترك ليعمل لمدة سنتين، مشيرة إلى أن استمرار الرئيس المشترك في وظيفته سيخضع للمراجعة في سياق ترتيبات المراجعة الواردة في الفرع سادساً من المقررات الجامعة؛

In line with section VI of the omnibus decisions, the purpose of the report by the secretariats is to review how far the arrangements adopted pursuant to the synergies decisions, in particular on joint activities, joint managerial functions and joint services, have contributed to achieving the following objectives (hereinafter referred to as " the six objectives " ):
1 - تمشياً مع الفرع سادساً من المقررات الجامعة، فإن غرض تقرير الأمانات ينصب في استعراض مدى ما أسهمت به الترتيبات التي أُقرت عملاً بمقررات التآزر، خاصة بشأن الأنشطة المشتركة، ووظائف الإدارة المشتركة، والدوائر المشتركة، في تحقيق الأهداف التالية (يشار إليها فيما يلي باسم ' ' الأهداف الستة``):

In section VI of The Strategy (implementation framework), the roles and responsibilities of the various UNCCD institutions, partners and stakeholders in meeting the operational and strategic objectives of The Strategy are defined, and the manner in which the subsidiary bodies of the COP should be reshaped is outlined.
34- ويحدد الفرع سادساً من الاستراتيجية (إطار التنفيذ) ما لِمختلف المؤسسات والشركاء وأصحاب المصلحة المعنيين بالاتفاقية من أدوار ومسؤوليات في تحقيق الأهداف الاستراتيجية والعملية للاستراتيجية، ويبيّن الطريقة التي ينبغي أن يعاد بها تشكيل الهيئات الفرعية التابعة لمؤتمر الأطراف.

19. Requests the Executive Secretary, in consultation with the parties through the bureaux, to prepare a proposal on the timing and organization of the meetings of the conferences of the parties to the Basel, Rotterdam, and Stockholm conventions for consideration by the three conferences of the parties in 2013, taking into account the results of the review referred to in section VI of the present decision;
