With respect to the procedures of accountability, consideration should be given to the formation of a citizen's advisory board, comparable in some ways to the board of directors in a private corporation, which would evaluate the performance of the secretariat and leadership of WTO in light of the kinds of rules and guidelines discussed above, on the basis of consultation with Governments, civil society and other intergovernmental organizations.
