113. Mr. Gaja (Special Rapporteur on Responsibility of International Organizations) said he would attempt to clarify the scope of the current work of the Commission on the complex relations of responsibility of States and responsibility of international organizations.

1. Mr. Henczel (Poland), referring to chapter V of the report of the International Law Commission (A/59/10), said he would deal with the issues that the Special Rapporteur on Responsibility of International Organizations intended to address in his third report, due in 2005.

Mr. Gaja (Special Rapporteur on Responsibility of International Organizations) said that his appreciation concerning the benevolent attitude shown by some delegations towards the draft articles on the responsibility of international organizations was not intended as an expression of displeasure at any critical remarks, which had always helped to promote improvements in the past and would no doubt continue to do so.

In its initial report, the Commission's Working Group on Responsibility of International Organizations clarified that the term " responsibility " , as used both in this project and in the earlier one on State responsibility, refers only to the " consequences under international law of internationally wrongful acts " (see A/CN.4/L.622, para. 4).
