73. The effect of shifting the base period from the present 7.5 years to 3 years or 1 year would be to require a one-time change in assessments amounting to some 1.5 to 2 percentage points in all, after eliminating the effects of phasing out the scheme of limits as already agreed by the General Assembly.
٧٣ - ويتمثل تأثير تغيير فترة اﻷساس من الفترة الراهنة البالغة ٧,٥ سنة إلى ٣ سنوات أو سنة واحدة في ضرورة إجراء تغيير لمرة واحدة في اﻷنصبة المقررة يصل إلى نسبة تتراوح من ١,٥ الى ٢ نقطة مئوية بعد التخلص من آثار اﻹلغاء التدريجي لمخطط الحدود على النحو الذي وافقت عليه الجمعية العامة بالفعل.

51. The Committee also referred to paragraph 2 of General Assembly resolution 48/223 B of 23 December 1993, in which it was decided that " in phasing out the scheme of limits, the allocation of additional points resulting therefrom to developing countries benefiting from its application shall be limited to 15 per cent of the effect of the phase-out " .
٥١ - وأشارت اللجنة كذلك إلى الفقرة ٢ من قرار الجمعية العامة ٤٨/٢٢٣ باء المؤرخ ٢٣ كانون اﻷول/ديسمبر ١٩٩٣، حيث تقرر " عند اﻹلغاء التدريجي لمخطط الحدود أن يقتصر تخصيص نقاط إضافية نتيجة لذلك إلى البلدان النامية المستفيدة من تطبيقه على ١٥ في المائة من آثار اﻹلغاء " .
