٤ - تطلب أن تواصل اﻷمم المتحدة جهودها لكي تكفل، قبل التعهد بتقديم المساعدة الانتخابية إلى دولة طلبت الحصول عليها، وجود الوقت الكافي لتنظيم وإيفاد بعثة لتقديم تلك المساعدة بطريقة فعالة، وتوفر الظروف التي تسمح بإجراء انتخابات حرة ونزيهة، وإمكانية وضع الترتيبات اللازمة لتقديم تقارير وافية وشاملة عن نتائج البعثة؛
