The Committee shall generally deal with communications in the order in which they are received by the Secretary-General, unless the Committee decides otherwise, having regard, inter alia, to the urgency of the issues raised.
1- تتناول اللجنة عموماً البلاغات بالترتيب الذي وردت به إلى الأمين العام، ما لم تُقرر اللجنة خلاف ذلك، بالنظر إلى الطابع العاجل للمسائل المطروحة، من جملة أمور أخرى.

A submission by the State party of a request in accordance with paragraph 5 of the present rule shall not extend the period of six months given to the State party to submit its written explanations or statements, unless the Committee decides to consider the admissibility separately from the merits.

Where the Committee decides that a communication is inadmissible, it shall, through the Secretary-General, without delay, communicate to the extent possible in an adapted and accessible format its decision and the reasons for that decision to the author(s) of the communication and to the State party concerned.
1- عندما تُقرر اللجنة أن بلاغاً ما غير مقبول، تقوم، عن طريق الأمين العام، ودون تأخير، بإبلاغ قرارها وأسبابه في صيغة مناسبة وميسرة قدر الإمكان إلى صاحب (أصحاب) البلاغ وإلى الدولة الطرف المعنية.

In the absence of any comments from the author and any other pertinent information on file in this respect, the Committee decides that the facts before it do not reveal any violation of Mr. Kasimov's rights under articles 9 and 14, paragraphs 1, 2, and 3 (e), of the Covenant.
وفي غياب أية ملاحظات من صاحب البلاغ وأية معلومات أخرى ذات صلة مضافة إلى الملف في هذا الشأن، تُقرر اللجنة أن الوقائع المعروضة أمامها لا تكشف عن أي انتهاك لحقوق السيد كازيموف بموجب المادة 9 والفقرات 1 و 2 و 3 (ﻫ) من المادة 14 من العهد.

Given this conclusion, the Committee decides not to examine whether the communication is inadmissible under any other inadmissibility grounds, in particular those provided for in article 4, paragraph 2 (a), of the Optional Protocol in the light of the fact that the author's complaint to the European Court of Human Rights had been declared inadmissible.
وعلى ضوء هذا الاستنتاج، تُقرر اللجنة عدم النظر في ما إذا كان البلاغ غير مقبول بالاستناد إلى أية أسس أخرى لعدم المقبولية، وبخاصة لأغراض الفقرة 2(أ) من المادة 4 من البروتوكول الاختياري وذلك بالنظر إلى أن الشكوى التي قدمتها صاحبة البلاغ إلى المحكمة الأوروبية لحقوق الإنسان قد اعتُبرت غير مقبولة.
