٦ - ترحب بمبادرة الديون التي اتخذتها البلدان الفقيرة المثقلة بالديون والتي أيدتها اللجنة المؤقتة التابعة لصندوق النقد الدولي ولجنة التنمية التابعة لصندوق النقد الدولي وللبنك الدولي، والمصممة لتمكين البلدان الفقيرة المثقلة بالديون والمؤهلة من تحقيق حالة ديـون يمكن تحملهـا عن طـريق العمـل المنسق من جانب جميع الجهات الدائنة على أساس جهود التكيف التي تبذلها البلدان النامية؛

The urgent need is stressed for developed countries to give the Initiative the support it both needs and deserves and to implement it flexibly to ensure that the performance already achieved is taken into account in determining the duration of adjustment required to reach, with the assistance of all creditors, an exit from debt rescheduling.
وينبغي تأكيد الضرورة الملحة لقيام البلدان المتقدمة النمو بمنح هذه المبادرة ما تحتاجه وما تستحقه من دعم، وأن تسعى إلى وضعها موضع التنفيذ على نحو يتسم بالمرونة، مع ضمان مراعاة ما تحقق فعلا من أداء عند تحديد الفترة الزمنية اللازمة من أجل الوصول بعملية التكيف إلى مخرج من عملية إعادة جدولة الديون، وذلك بمساعدة جميع الجهات الدائنة.

" ٩ - تسلﱢم بأن مبادرة البلدان الفقيرة المثقلة بالديون التي أيدتها لجنة التنمية التابعة للبنك الدولي واللجنة المؤقتة التابعة لصندوق النقد الدولي يُقصد بها تمكين البلدان الفقيرة المثقلة بالديون من تحقيق حالة محتملة للمديونية عن طريق العمل المنسق من جانب جميع الجهات الدائنة وعلى أساس جهود التكيف التي تبذلها البلدان المدينة؛

72. Consideration should be given to making international debt relief schemes legally binding on all creditors (including commercial creditors). This would help prevent the exploitation of the proceeds of debt cancellation by unscrupulous creditors.
72- وينبغي أن تؤخذ في الاعتبار مسألة جعل الأنظمة الدولية لتخفيف أعباء الديون ملزمة قانوناً بالنسبة إلى جميع الجهات الدائنة (بما فيها الجهات الدائنة التجارية) مما يساعد على منع استغلال عائدات إلغاء الديون من قبل جهات دائنة عديمة الذمة.

In this regard, IMFC has urged all creditors and borrowers to work with IMF and the World Bank to use the framework as a tool for fostering coherent and responsible lending practices, identifying emerging debt-related vulnerabilities, and elaborating country-owned debt strategies.
