1. On 19 April 1998 an Iraqi fishing boat went missing while it was fishing inside Iraqi territorial waters.
١ - بتاريخ ١٩ نيسان/أبريل ١٩٩٨ فقد أحد زوارق الصيد العراقية داخل المياه اﻹقليمية العراقية أثناء قيامه بالصيد مع طاقمه المتكون من خمسة صيادين عراقيين وهم:

I should like to inform you that the units of the United States Navy that are on station in the Arabian Gulf against the wishes of the peoples of the region are continuing to engage in acts of piracy and provocation and to take hostile action against vessels carrying civilian merchandise in Iraqi territorial waters and elsewhere.
أود إحاطتكم علما باستمرار قطع الأسطول الأمريكي، المتواجد في الخليج العربي على الضد من رغبة شعوب المنطقة بأعمال القرصنة والاستفزاز والاعتداء على السفن التي تنقل البضائع المدنية داخل المياه الإقليمية العراقية وخارجها.

2. At 2330 hours on 5 October 1997, two Kuwaiti patrol boats, each armed with a medium-sized machine-gun, opened fire in the direction of an Iraqi coastguard vessel within Iraqi territorial waters.
٢ - في الساعة ٣٠/٢٣ من يوم ٥ تشرين اﻷول/أكتوبر ١٩٩٧ قام زورقا دورية كويتيان مسلحان برشاشة متوسطة بفتح النار باتجاه دورية خفر السواحل العراقية داخل المياه اﻹقليمية العراقية.

I request your intervention with Kuwait with a view to halting and preventing any repetition of its provocative actions against Iraqi fishing vessels inside Iraqi territorial waters, actions that are in violation of the Charter of the United Nations and the norms of public international law.
أرجو من سيادتكم التدخل لدى الكويت ﻹيقاف وعدم تكرار هذه اﻷعمال الاستفزازية التي تقوم بها ضد سفن الصيد العراقية داخل المياه اﻹقليمية العراقية باعتبارها أعمال مخالفة لميثاق اﻷمم المتحدة وﻷحكام القانون الدولي العام.

1. On 6 April 1999, a Kuwaiti patrol intercepted Iraqi craft No. 172 inside Iraqi territorial waters and proceeded to search it and to confiscate the fishing permits of the 12 fishermen on board.
١ - في يوم ٦ نيسان/أبريل ٩٩٩١ تعرضت دورية كويتية إلى اللنج العراقي المرقم )٢٧١( داخل المياه اﻹقليمية العراقية وقامت بتفتيشه ومصادرة هويات الصيد العائدة للبحارة وعددهم )٢١(.

2. On the same day, a Kuwaiti patrol intercepted the Iraqi craft Al-Ayyubi (No. 24/Basrah) inside Iraqi territorial waters and proceeded to search it and to confiscate the fishing permits of the 12 fishermen on board.
٢ - في يوم ٦ نيسان/أبريل ٩٩٩١ اعترضت دورية كويتية اللنج العراقــي )اﻷيوبي( المرقــم )٤٢ بصرة( داخل المياه اﻹقليمية العراقية وقامت بتفتيشه ومصادرة هويات الصيد العائدة للبحــارة وعددهم )٢١(.

3. On the same day, the Iraqi craft Al-Taysir (No. 37/Basrah) was searched by a Kuwaiti patrol inside Iraqi territorial waters and the fishing permits of the seven fishermen on board were confiscated.
٣ - في يوم ٦ نيسان/أبريل ٩٩٩١ تعرض اللنج العراقي )التيسير( المرقم )٧٣ بصرة( إلى عملية تفتيش من قبل دورية كويتية داخل المياه اﻹقليمية العراقية وتمت مصادرة هويات الصيد العائدة لبحارة وعددهم )٧(.

4. On the same day, a Kuwaiti patrol searched the Iraqi craft Nisrin (No. 135/Basrah) inside Iraqi territorial waters and the fishing permits of the seven fishermen on board were confiscated.
٤ - في يوم ٦ نيسان/أبريل ٩٩٩١ قامت دورية كويتية بتفتيش اللنج العراقي )نسرين( المرقم )٥٣١ بصرة( داخل المياه اﻹقليمية العراقية وتمت مصادرة هويات الصيد العائدة للبحارة وعددهم )٧(.

5. On 7 April 1999, the Iraqi craft Qadam al-Khayr (No. 7/Basrah) was searched by a Kuwaiti patrol inside Iraqi territorial waters and the fishing permits of the 11 fishermen on board were confiscated.
٥ - في يوم ٧ نيسان/أبريل ٩٩٩١ تعرض اللنج العراقي )قدم الخير( المرقم )٧ بصرة( إلى عملية تفتيش من قبل دورية كويتية داخل المياه اﻹقليمية العراقية وتمت مصادرة هويات الصيد العائدة للبحارة وعددهم )١١(.

2. At 0900 hours on 9 August 1995 a cruiser flying the British flag and bearing the number 060 entered, at low speed, the area bounded by Mina al-Bakr and Mina al-Amiq, inside Iraqi territorial waters.
٢ - دخل في الساعة ٠٠/٠٩ من يوم ٩/٨/١٩٩٥ الى المنطقة المحصورة بين مينائي البكر والعميق داخل المياه اﻹقليمية العراقية طراد يحمل العلم البريطاني برقم )٠٦٠( وكان يسير بسرعة بطيئة.

7. At 1330 hours on 26 October 1995 British frigate No. 89 lowered its boat, manned by four officers and three non-commissioned officers, all bearing weapons. They boarded the Iraqi tug Dimashq, which was moored 0.2 miles west of Mina al-Bakr, inside Iraqi territorial waters, and interrogated the vessel's captain for one half hour.
٧ - الساعة ٣٠/١٢ من يوم ٢٦/١٠/١٩٩٥ قامت الفرقاطة البريطانية التي تحمل الرقم )٨٩( بإنزال زورقها الذي يحمل ٤ ضباط و ٣ مراتب حاملين أسلحتهم وصعدوا على الساحبة العراقية )دمشق( التي كانت واقفة على بعد ٥/١ ميل غرب ميناء البكر داخل المياه اﻹقليمية العراقية وقاموا باستجواب ربانها لمدة نصف ساعة.

1. On 22 February 1997 two Kuwaiti Coast Guard vessels seized an Iraqi fishing boat with five Iraqis on board. The fishing boat was at the time 100 metres inside Iraqi territorial waters in the area between Mina'al-Bakr and Mina'al-Amayah.
أولا: بتاريخ ٢٢ شباط/فبراير ٧٩٩١ قام زورقان كويتيان تابعان لخفر السواحل الكويتية باختطاف زورق صيد عراقي على متنه خمسة مواطنين عراقيين، وذلك عندما كان الزورق داخل المياه اﻹقليمية العراقية في المنطقة الواقعة بين مينائي البكر والعمية وبمسافة )٠٠١( متر.

1. At 2035 hours on 6 March 1997, in the Shatt al-Arab channel inside Iraqi territorial waters, a United States helicopter circled the Iraqi tug Hayyit a number of times at very low altitude.
١ - في الساعة ٢٠٣٥ من يوم ٦/٣/١٩٩٧ حامت طائرة سمتية أمريكية فوق الساحبة العراقية )هيت( في قناة شط العرب داخل المياه اﻹقليمية العراقية بارتفاع منخفض جدا ولعدة مرات.

6. At 2035 hours on 6 March 1997 a United States helicopter repeatedly hovered very low over the Iraqi tug Hit in the Shatt al-Arab channel inside Iraqi territorial waters.
٦ - في الساعة )٣٥/ ٢٠( من يوم ٦ آذار/ مارس ١٩٩٧ حامت طائرة سمتية أمريكية فوق الساحبة العراقية )هيت( في قناة شط العرب داخل المياه اﻹقليمية العراقية بارتفاع منخفض جدا ولعدة مرات.

12. While the Iraqi coastal vessel Al-Bay`ah was on a fishing expedition between 16 and 26 April 1995 it was provoked and obstructed by a United States frigate which escorted it while it was under way. The frigate was on station between Mina'al-Amayah and Mina'al-Bakr inside Iraqi territorial waters.
١٢ - أثناء قيام الباخرة العراقية الساحلية )البيعة( في رحلة صيد للفترة من ١٦/٤/١٩٩٥ لغاية ٢٦/٤/١٩٩٥ قامت إحدى الفرقاطات اﻷمريكية باستفزاز الباخرة وإعاقتها ومواكبتها أثناء سيرها وتواجدت الفرقاطة في المنطقة بين ميناء العمية وميناء البكر داخل المياه اﻹقليمية العراقية.

Further to our earlier letters to you concerning acts of piracy and provocation committed by the United States naval forces based in the Arabian Gulf against the wishes of the peoples of the region, I should like to inform you that such forces are continuing to engage in hostile action against vessels carrying civilian merchandise in Iraqi territorial waters and elsewhere.
لاحقا لرسائلنا السابقة لكم بشأن أعمال القرصنة والاستفزاز التي تقوم بها القوات البحرية الأمريكية. المتواجدة في الخليج العربي على الضد من رغبة شعوب المنطقة، أود إحاطتكم علما باستمرار هذه القوات بالاعتداء على السفن التي تنقل البضائع المدنية داخل المياه الإقليمية العراقية وخارجها.

1. On 26 December 2002 two patrol boats, each carrying nine persons and both belonging to an Australian naval unit, undertook to inspect the tugboat Taj al-ma`arik near buoy No. 1 in Iraqi territorial waters. The inspection process lasted half an hour.
1 - في يوم 26 كانون الأول/ديسمبر 2002، قام زورقا دورية تابعان لإحدى القطع البحرية الاسترالية يحمل كل منهما تسعة أفراد بتفتيش الساحبة " تاج المعارك " قرب العوامة رقم 1 داخل المياه الإقليمية العراقية واستمرت عملية التفتيش نصف ساعة.

I request your intervention with the Government of Kuwait with a view to halting and preventing any repetition of such acts of aggression and provocation by Kuwaiti gunboats against civilian vessels within Iraqi territorial waters, given that such acts are in violation of the Charter of the United Nations and the provisions of public international law.
أطلب من سيادتكم التدخل لدى حكومة الكويت لايقاف هذه اﻷعمال العدوانية الاستفزازية وعدم تكرارها والتي تقوم بها الزوارق الحربية الكويتية ضد الزوارق المدنية داخل المياه اﻹقليمية العراقية باعتبارها أعمالا مخالفة لميثاق اﻷمم المتحدة وﻷحكام القانون الدولي العام.
