5. The United Nations Office on Drugs and Crime has continued to provide a broad set of tailored technical assistance activities at the global, regional and national levels and to develop tools covering the breadth of the Convention to meet the growing demands of Member States.

31. The decision of the Seventh Review Conference to mandate additional tasks to the Unit without increasing its resources continued to pose a challenge and the concerns raised in the 2011 ISU report to the Seventh Review Conference about the capacity of the ISU to respond to the requests of States Parties and the geographic distribution of ISU activity remain unresolved.

It had held colloquia, workshops and seminars in collaboration with the Economic and Social Commission for Asia and the Pacific (ESCAP), among others, and intended to increase its efforts to seek resources from Governments and other sources to allow it to meet requests from States Parties for advisory and technical services.

9. The Working Group further decided to grant the requests of the States parties concerned to consider the admissibility of the communication separately from the merits (split requests) in relation to four communications (Nos. 51/2013, 59/2013, 62/2013 and 64/2013).

Yet the Subcommittee is conscious that it is perfectly obvious that neither the commitment and dedication of the secretariat nor the modest expansion in resourcing as argued for by the High Commissioner can keep pace with the demands which States parties, NPMs and CSOs are rightly placing on the Subcommittee to fulfil its obligations under the Optional Protocol.
