Introducing this item, the Co-Chair noted that the Parties were required to deal with two issues: consideration of specific areas and a conceptual framework of cooperation for addressing illegal trade that had been developed by a workshop of experts; and, consideration of draft terms of reference for a study on the feasibility of developing systems for tracking trade in ozone-depleting substances and its cost.

Introducing the item, the Co-Chair recalled that, in accordance with decision XVI/33, in April 2005 the Secretariat had convened a workshop of experts from Parties, at which a number of ideas for tacking illegal trade had been developed, including a study on the feasibility of developing systems for tracking trade in ozone-depleting substances.

In its decision XVII/16, the Seventeenth Meeting of the Parties to the Montreal Protocol approved the terms of reference for a study on the feasibility of developing a system of monitoring the transboundary movement of controlled ozone-depleting substances between the Parties and requested the Ozone Secretariat to undertake such a study, to initiate the necessary tenders and to present the results to the Eighteenth Meeting of the Parties.
