In particular it was felt that the draft decision might require revision in the light of a synthesis report to be released by the Environmental Effects Assessment Panel and the Scientific Assessment Panel as part of their four-year environmental effects and scientific assessment work prior to the Twenty-Sixth Meeting of the Parties.
