The Committee likewise recommends that all necessary steps should be taken to guarantee that investigations of cases of Torture and Other Cruel, inhuman or degrading treatment or punishment are carried out thoroughly, promptly and impartially, that the perpetrators are prosecuted and punished and that measures are adopted to provide redress and rehabilitation for the victims, in accordance with the provisions of the Convention.

It is also concerned at the lack of information on the training provided to medical doctors with regard to identifying acts of torture includes familiarization with the Manual on the Effective Investigation and Documentation of Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment (the Istanbul Protocol) (art. 10).

(c) Provide training on the use of the Manual on Effective Investigation and Documentation of Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment (Istanbul Protocol) for all relevant personnel, including medical personnel.
(ج) أن تدعم أنشطة التدريب الموجهة إلى جميع الموظفين المعنيين، بمن فيهم الموظفون الطبيون، على استخدام دليل كفاءة التحقيق والتوثيق في حالات التعذيب وغيره من ضروب المعاملة أو العقوبة القاسية أو اللاإنسانية أو المهينة (برتوكول اسطنبول).

It is also concerned that the Manual on Effective Investigation and Documentation of Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment (the Istanbul Protocol) is not systematically followed in investigations into cases of torture or ill-treatment (art. 10).
ويساورها القلق أيضاً من عدم استخدام دليل كفاءة التحقيق والتوثيق في حالات التعذيب وغيره من ضروب المعاملة أو العقوبة القاسية أو اللاإنسانية أو المهينة (بروتوكول اسطنبول) بصورة منتظمة عند النظر في حالات التعذيب أو إساءة المعاملة (المادة 10).

(b) Ensure that training programmes for judges, prosecutors, forensic physicians and other medical personnel who work with prisoners specifically cover the Manual on the Effective Investigation and Documentation of Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment (the Istanbul Protocol);
