4.4 The State party explains that the author was fined because on 13 January 2007, at 9 p.m., near his home in Vitesbk, he used offensive language against police officers and disturbed the public order and the tranquillity of the citizens, which constitutes an offence under article 156 of the Code of Administrative Offences - minor hooliganism.
4-4 وتوضح الدولة الطرف أن صاحب البلاغ غُرم لأنه في الساعة التاسعة من صباح يوم 13 كانون الثاني/يناير 2007، استخدم لهجة مسيئة في حق أفراد الشرطة وأخل بالنظام العام وتسبب في إزعاج المواطنين، بالقرب من منزله في فيتيبسك وهو ما يشكل انتهاكاً للمادة 156 من قانون المخالفات الإدارية - المتعلقة بأعمال التخريب البسيطة.
