If Israel is sincere about its claims and allegations, then it should endeavour to implement the 1995 resolution on the Middle East stipulating the establishment of such a nuclear-weapon-free zone. We call upon Israel to participate in the efforts of the region in order to put an end to its nuclear terrorism against States of the region.
وإذا كانت إسرائيل صادقة في ادعاءاتها فلتقم بتنفيذ قرار الشرق الأوسط لعام 1995، القاضي بإنشاء هذه المنطقة، ولتنخرط في الجهود تجاه إنشاء هذه المنطقة، ولتوقف إرهابها النووي لدول المنطقة.

Along with its fellow Arab States, Syria made diplomatic efforts to ensure that the Final Document of the Review Conference included provisions on the Middle East and on the implementation of the 1995 resolution on the Middle East. As a result of those efforts, the Final Document includes the following provisions:

Therefore, the group of States members of the League of Arab States continues to call upon the international community to take effective practical steps to implement the relevant resolutions of international legitimacy, primarily the resolution on the Middle East adopted by the 1995 Review and Extension Conference.
لذا فإن مجموعة الدول الأعضاء في جامعة الدول العربية ما انفكت تطالب المجتمع الدولي باتخاذ خطوات عملية فاعلة من أجل تنفيذ قرارات الشرعية الدولية ذات الصلة وعلى رأسها قرار الشرق الأوسط الصادر عن مؤتمر الاستعراض والتمديد لمعاهدة عدم انتشار الأسلحة النووية عام 1995.

Here we make special mention of the resolution on the Middle East adopted by the NPT Review and Extension Conference of 1995 and point out that were it not for that resolution, the indefinite extension of the Treaty would not have been adopted without a vote.
ونخص بالذكر هنا قرار الشرق الأوسط الصادر عن مؤتمر استعراض المعاهدة وتمديدها لعام 1995. ويجدر التذكير بأن صفقة تمديد العمل بالمعاهدة لأجل غير مسمى لم تكن لتتم دون تصويت لولا هذا القرار.

To that end, the Arab States supported the proposal by the nonaligned States that a subsidiary body should be established at the 2005 Conference under Main Committee II, to study possibilities for the implementation of the resolution on the Middle East.

Concerning the Middle East, we reaffirm that the indefinite extension of the Treaty in 1995 was part of a package deal of which a main component was the resolution on the Middle East. This remains unimplemented to date, allowing Israel to remain outside the NPT and outside the comprehensive safeguards system of the International Atomic Energy Agency.
وبالنسبة للشرق الأوسط، نؤكد مجددا على أن المد اللانهائي لمعاهدة عام 1995 قد ارتبط بصفقة متكاملة، كان أحد عناصرها الرئيسية قرار الشرق الأوسط الذي بقي من دون تنفيذ حتى الآن، مما أتاح الفرصة لإسرائيل لتظل خارج معاهدة منع الانتشار النووي وخارج نظام الضمانات الشامل للوكالة الدولية للطاقة الذرية.

The resolution on the Middle East adopted at the 1995 Conference to extend the NPT for an indefinite period of time would not have been adopted unanimously had it not been for the resolution to establish a nuclear-weapon-free zone in the Middle East.
ونخص بالذكر هنا قرار الشرق الأوسط لعام 1995، مع التذكير بأن صفقة تمديد العمل بالمعاهدة إلى أجل غير مسمى لم تكن لتتم بالتوافق بدون هذا القرار الذي يقضي بإنشاء منطقة خالية من الأسلحة النووية في الشرق الأوسط.

I hope that the strong spirit of compromise evident at the Review Conference will be maintained and built upon in the preparations for the 2012 conference on the Middle East resolution.
