II. Activities of the mandate 3. In line with Human Rights Council resolution 6/37, the Special Rapporteur undertakes multiple activities, focusing on monitoring, communication, protection, prevention and analysis, so that pertinent recommendations can be made for the consideration of the Council and other United Nations bodies.

The Independent Expert stated that he hoped that specific measures would be introduced to take into consideration the particular needs of persons with albinism in the fields of health, education and access to the labour market, in accordance with Human Rights Council resolution 23/13 on attacks and discrimination against persons with albinism.

74. In conformity with Human Rights Council resolution 19/23, the outcome of the session included a set of action-oriented thematic recommendations that were presented by the Independent Expert on minority issues to the Council (see A/HRC/22/60).

While it is beyond the scope of the present preliminary report to enter into the current debate on climate change policy, the Special Rapporteur wishes to note that she will focus on the adverse effects of climate change on the effective enjoyment of human rights (and particularly the right to food) as a cross-cutting theme in her mandate, consistent with Human Rights Council resolution 26/27 on human rights and climate change.

Furthermore, the Special Rapporteur draws attention to two cases of reprisal that were reported in the media in November and December 2012, in accordance with Human Rights Council resolution 12/2, in which the Council called on representatives and mechanisms to continue to report on allegations of intimidation or reprisal.
