The Commission encourages the mobilization of domestic financial resources, inter alia, through the use of economic instruments and policy reforms in both developed and developing countries and the establishment of national environmental funds.

٣٨ - ولا تزال البلدان التي تمر اقتصاداتها بمرحلة انتقالية والبلدان النامية تبدي اهتماما باستخدام أشكال متنوعة من اﻷدوات الاقتصادية.

7. The Commission emphasized that it was important for the achievement of sustainable development for Governments to develop and maintain an enabling policy framework based on a sound regulatory foundation complemented with a judicious mix of economic instruments, voluntary initiatives and agreements and public-private partnerships.
٧ - وشددت اللجنة على أن من المهم لتحقيق التنمية المستدامة أن تقوم الحكومات بوضع والمحافظة على إطار مواتٍ على صعيد السياسات يقوم على أساس تنظيمي سليم تسانده تشكيلة موفقَة من اﻷدوات الاقتصادية والمبادرات والاتفاقات الطوعية والشراكات بين القطاعين العام والخاص.

(c) Urges all Governments, wherever appropriate and taking into account national strategies, to identify and implement an appropriate mix of economic instruments and normative measures to encourage and support the investment and infrastructure required to promote access to and transfer of environmentally sound technologies, in particular to developing countries;
)ج( تحث جميع الحكومات على أن تحدد وتنفذ، كلما كان ذلك مناسبا ومع أخذ الاستراتيجيات الوطنية في الحسبان، خليطا مناسبا من اﻷدوات الاقتصادية والتدابير المعيارية لتشجيع ودعم الاستثمار والبنية اﻷساسية المطلوبة لتشجيع الوصول الى التكنولوجيات السليمة بيئيا ونقلها، ولاسيما الى البلدان النامية؛

(b) Consider a range of economic instruments, including, inter alia, fiscal instruments, and the gradual phasing out of environmentally harmful subsidies, in order to internalize environmental costs and promote sustainable consumption and production.
)ب( النظر في مجموعة من اﻷدوات الاقتصادية تشمل في جملة أمور أدوات ضريبية، ووضع جدول للتخلص تدريجيا من اﻹعانات المالية الضارة بالبيئة، بغية استيعاب التكاليف البيئية محليا والتشجيع على الاستهلاك واﻹنتاج المستدامين.

The traditional method of command and control, based on effluent and emission standards, should be developed or modified, as appropriate, with ample participation of industry and civil society, to become an enabling factor and the basis for a judicious mix of economic instruments, voluntary industry initiatives and public and private partnerships.
وينبغي تطوير أو تعديل اﻷسلوب التقليدي للقيادة والرقابة المبني على معايير النفايات السائلة والانبعاثات، حسبما يقتضي الحال، بمشاركة كبيرة من القطاع الصناعي والمجتمع المدني، كي يصبح هذا اﻷسلوب عاملا تمكينيا وأساسا لمزيج متناسب من اﻷدوات الاقتصادية والمبادرات الطوعية للقطاع الصناعي والشراكات العامة والخاصة.
