At its sixth session the Working Group agreed that there was an urgent need to build national capacity, especially statistical capacities, through technical cooperation programmes to encourage the use of human rights impact assessments and other tools in guiding public policy at the national and international levels for the implementation of the right to development (E/CN.4/2005/25, paras. 53 and 54 (e)).
