The first step towards a durable solution to humanitarian crises is to identify their root causes, which usually include underdevelopment, poverty, social exclusion and discrimination.
وتتمثل الخطوة الأولى نحو إيجاد حل دائم للأزمات الإنسانية في تحديد أسبابها الجذرية، التي تشمل عادة التخلف والفقر والإقصاء الاجتماعي والتمييز.

2- يؤكد على أن عبء ديون القارة وضخامتها يشكِّلان رادعاً للاستثمار ويضران بتوقعات النمو الاقتصادي واستئصال الفقر، ومن ثم يقتضيان اتخاذ إجراء عاجل نحو إيجاد حل دائم إن كان يراد لأفريقيا أن تحقق تقدماً في بلوغ أهداف التنمية الدولية، بما فيها تلك الواردة في إعلان الألفية؛

(د) وأُحرز تقدم نحو إيجاد حل دائم من خلال إعداد عمليات العودة الطوعية إلى الوطن وتيسيرها وتنفيذها تنفيذا فعالا في ظل السلامة والكرامة.

يستعاض عن الإنجاز المتوقع (د) بما يلي: " (د) إحراز تقدم نحو إيجاد حل دائم من خلال إعداد عمليات العودة الطوعية إلى الوطن وتيسيرها وتنفيذها تنفيذا فعالا في ظل السلامة والكرامة، ويتبع ذلك رصد الأوضاع السائدة في البلدان التي يعود إليها اللاجئون " .

The adoption of Security Council resolution 2178 (2014) was a significant step towards finding a lasting solution and reflected a shared desire for a collective response to the terrorist threat and violent extremism.
وأضاف أن اتخاذ قرار مجلس الأمن 2178 (2014) يشكل خطوة كبيرة نحو إيجاد حل دائم ويعكس رغبة مشتركة في التوصل إلى استجابة جماعية للتهديدات الإرهابية والتطرف العنيف.
