80. The activities of vulture funds highlight some of the problems in the global financial system and are indicative of the unjust nature of the current system.
80- وتبرز أنشطة الصناديق الانتهازية بعض المشاكل المواجهة في النظام المالي العالمي وتدل على طبيعة النظام الحالي المجحفة.

1. Condemns the activities of vulture funds for the direct negative effect that the debt repayment to those funds, under predatory conditions, has on the capacity of Governments to fulfil their human rights obligations, particularly economic, social and cultural rights and the right to development;
1- يدين أنشطة الصناديق الانتهازية لما يترتب على سداد الديون لهذه الصناديق، بشروط استغلالية، من آثار سلبية مباشرة في قدرة الحكومات على الوفاء بالتزاماتها في ميدان حقوق الإنسان، وبخاصة الحقوق الاقتصادية والاجتماعية والثقافية والحق في التنمية؛

4. Requests the Advisory Committee to prepare a research-based report on the activities of vulture funds and the impact on human rights, and to present a progress report of that research to the Human Rights Council at its thirty-first session for its consideration;
4- يطلب إلى اللجنة الاستشارية أن تُعدّ تقريراً بحثياً عن أنشطة الصناديق الانتهازية وتأثيرها في حقوق الإنسان، وأن تقدم تقريراً مرحلياً عن هذا البحث إلى مجلس حقوق الإنسان في دورته الحادية والثلاثين كي ينظر فيه؛

63. In its resolution 27/30, the Human Rights Council requested the Advisory Committee to prepare a research-based report on the activities of vulture funds and the impact on human rights, and to present a progress report thereon to the Council at its thirty-first session.
63- طلب مجلس حقوق الإنسان إلى اللجنة الاستشارية، في قراره 27/30، إلى اللجنة الاستشارية أن تُعد تقريراً قائماً على البحث بشأن أنشطة الصناديق الانتهازية وتأثيرها في حقوق الإنسان، وأن تقدم تقريراً مرحلياً عن هذا التقرير إلى المجلس في دورته الحادية والثلاثين.

65. At its fourteenth session, the Advisory Committee will hold discussions on the activities of vulture funds and the impact on human rights, and establish a drafting group for the preparation of a progress report, to be submitted to the Human Rights Council at its thirty-first session.
65- وستجري اللجنة الاستشارية، في دورتها الرابعة عشرة، مناقشات بشأن أنشطة الصناديق الانتهازية وتأثيرها في حقوق الإنسان، وتُنشئ فريق صياغة لإعداد تقرير مرحلي يُقدَّم إلى مجلس حقوق الإنسان في دورته الحادية والثلاثين.

4. Requests the Advisory Committee to prepare a research-based report on the activities of vulture funds and the impact on human rights, and to present a progress report of that research to the Human Rights Council at its thirty-first session for its consideration;
4- يطلب إلى اللجنة الاستشارية أن تُعدّ تقريراً بحثياً عن أنشطة الصناديق الانتهازية وآثارها في حقوق الإنسان، وأن تقدم تقريراً مرحلياً عن هذا البحث إلى مجلس حقوق الإنسان في دورته الحادية والثلاثين كي ينظر فيه؛

2. Reaffirms in this context that the activities of vulture funds highlight some of the problems in the global financial system and are indicative of the unjust nature of the current system, which directly affects the enjoyment of human rights in debtor States, and calls upon States to consider implementing legal frameworks to curtail predatory vulture fund activities within their jurisdictions;
2- يؤكد في هذا الصدد أن أنشطة الصناديق الانتهازية تسلط الضوء على بعض ما يعتري النظام المالي العالمي من مشاكل وتدل على الطابع الجائر للنظام القائم، الذي يؤثر تأثيراً مباشراً في التمتع بحقوق الإنسان في الدول المدينة، ويهيب بالدول أن تنظر في تنفيذ أطر قانونية لكبح أنشطة الصناديق الانتهازية الجشعة ضمن ولاياتها القضائية؛

(e) States should adopt wide-ranging legislative frameworks in line with the Guiding Principles on Foreign Debt and Human Rights to curtail predatory vulture fund activities within their jurisdictions;
(ه( ينبغي أن تعتمد الدول أطراً تشريعية واسعة النطاق بما يتماشى مع المبادئ التوجيهية المتعلقة بالديون الخارجية وحقوق الإنسان للحد من أنشطة الصناديق الانتهازية داخل ولايتها القضائية؛
