The Regional Conference on refugees and displaced persons in the Commonwealth of Independent States and relevant neighbouring States held in Geneva in 1996, which had adopted a Programme of Action, had resulted in the scope of activities of UNHCR being expanded to the problems of deported and internally displaced persons.

During 1998, insufficient funding for voluntary repatriation to Afghanistan resulted in reduced reintegration activities in the areas of return and a halt to return late in the year. All United Nations activities, including those of UNHCR, were seriously hampered by the absence of international staff, for security reasons, inside Afghanistan between August 1998 and March 1999.

3. The measures to be taken were detailed in a set of documents, which include a draft protocol on the identification of those applicants from tribal groupings H41, H61 and J51/52 wishing to present themselves individually, a draft protocol on the appeals process, a memorandum on the activities of UNHCR in the region, and a calendar outlining the next stages of the Settlement Plan.
