26. The words “from any source” should be deleted, since empowering the Committee to seek information from any source would be contrary to the letter and spirit of the article, paragraph 1 of which contains the stipulation “if the Committee receives”.

إذا تلقت اللجنة معلومات يعتد بها تفيد بقيام دولة طرف بانتهاك خطير أو منتظم للحقوق المكفولة بموجب الاتفاقية أو بعدم تنفيذ التزاماتها بموجب الاتفاقية، بات من حق اللجنة أن تدعو هذه الدولة الطرف إلى التعاون معها في بحث المعلومات وفي تقديم ملاحظات بشأنها.

2. where the Committee receives reliable information that a State party has breached its obligations under article 11, it may invite the State party concerned to submit written explanations or statements clarifying the matter and describing any action it is taking to ensure that its obligations under article 11 are fulfilled.
