ذلك أن القانون 927/1979، في جملة أمور، يعاقب على التحريض على الأفعال أو الأنشطة التي يمكن أن تؤدي إلى التمييز أو الكراهية أو العنف ضد أفراد أو مجموعات من الأفراد على أساس وحيد هو الأصل العرقي أو القومي أو الديني لهؤلاء الأفراد، فضلاً عن التعبير علناً، إما شفوياً أو عن طريق الصحافة أو نص مكتوب أو بواسطة التصوير أو أي وسيلة أخرى، عن أفكار مسيئة لأي فرد أو مجموعة من الأفراد.
