14. However, these existing legal frameworks and institutions have not led to concrete actions for the effective implementation of NAPs and therefore would have to be assessed to align them to the needs of the Convention.

11- وذكر التقرير الأول عن مدى كفاية نظام المراقبة، ضمن ما ذكره، أن عمليات المراقبة المتاحة تشوبها أوجه قصور رئيسية فيما يتعلق بالاحتياجات المناخية، وأن عمليات المراقبة التي تجري في كثير من أنحاء العالم غير كافية من ثم لتلبية احتياجات الاتفاقية.

The objective of the second adequacy report is to provide an up-to-date analysis of the adequacy of the global observing system for climate in regard to the needs of the Convention as well as the requirements defined by the IPCC.
17- إن الهدف من التقرير الثاني عن مدى كفاية نظام المراقبة هو توفير تحليل حديث لمدى كفاية نظام المراقبة العالمية للمناخ لتلبية احتياجات الاتفاقية وكذلك الشروط التي حددها الفريق الحكومي الدولي المعني بتغير المناخ.

The work of the Secretariat is adequately funded and voluntary funding is actively pursued for approved programme and capacitybuilding activities through the preparation of budgets that anticipate the needs of the Convention and its related instruments, and Parties are advised of the budget implications of decisions before them;
(ز) العمل على توافر التمويل الكافي لأعمال الأمانة مع العمل بنشاط على الحصول على التمويل الطوعي للبرنامج الذي تم اعتماده وأنشطة بناء القدرات وذلك عن طريق إعداد الميزانيات التي تتوقع احتياجات الاتفاقية وما يتصل بها من اتفاقيات، كما سيراعى إبلاغ الأطراف بمدى تأثر الميزانية بالقرارات المعروضة عليهم؛

The SBSTA may use the second adequacy report, complemented by this note, together with national reports and regional action plans, to identify gaps in the global observing system for climate as well as priorities for action to fill those gaps, so that the needs of the Convention and of different user communities regarding climate observations can be met.
5- قد تستخدم الهيئة الفرعية للمشورة العلمية والتكنولوجية التقرير الثاني عن مدى كفاية نظام المراقبة، الذي تكمله هذه المذكرة، إلى جانب التقارير الوطنية وخطط العمل الإقليمية، لتحديد الثغرات في نظام المراقبة العالمية للمناخ وكذلك أولويات العمل لسد هذه الثغرات، حتى تتسنى تلبية احتياجات الاتفاقية والدوائر المختلفة المستخدمة لها لإجراء عمليات مراقبة المناخ.

The SBSTA may consider, if, and how, diverse scientific communities (such as the global climate modelling community) and impact assessment groups could be brought together with the observational community to identify the needs of the Convention in more detail.
وقد تود الهيئة الفرعية للمشورة العلمية والتكنولوجية النظر في إمكانية وكيفية جمع أوساط علمية مختلفة (مثل الأوساط العالمية للنمذجة المناخية) وأفرقة تقييم أثر المناخ مع أوساط المراقبة لتحديد احتياجات الاتفاقية بمزيد من التفصيل.
