5 - إننا نرفض رفضاً حازماً فرض قوانين وأنظمة ذات اختصاص قضائي خارجي وكذلك كافة أشكال الإجراءات الاقتصادية القسرية الأخرى بما فيها العقوبات التي تفرض من طرف واحد ضد بلدان نامية ونؤكد على الحاجة الملحة إلى إلغاء هذه العقوبات على الفور.

The heads of State and Government of the Group of 77 and China at the Second South Summit, held in Qatar in June 2005, condemned the use of economic coercive measures designed to prevent countries from exercising their right to decide their own political, economic and social systems, and called on all countries not to recognize unilateral extraterritorial laws which impose sanctions on other States and foreign companies.
إن رؤساء دول وحكومات مجموعة الـ 77 والصين في مؤتمر القمة الثاني للجنوب، المعقود في قطر في حزيران/يونيه 2005، قد أدانوا استخدام الإجراءات الاقتصادية القسرية التي تستهدف منع البلدان من ممارسة حقها في اختيار نظمها السياسية والاقتصادية والاجتماعية، ودعوا جميع البلدان إلى عدم الاعتراف بالقوانين الانفرادية التي تتجاوز الولاية الوطنية للدول والتي تفرض جزاءات على دول أخرى وشركات أجنبية.

٢٣٩ - نؤكد من جديد رفضنا الحازم لفرض قوانين ولوائح ذات أثر خارج إقليم بلدها، ولكافة أشكال الإجراءات الاقتصادية القسرية الأخرى، بما فيها العقوبات التي تفرض من طرف واحد، ضد بلدان نامية، ونؤكد على الحاجة الملحة إلى إلغاء هذه الإجراءات على الفور.

The Heads of State or Government expressed deep concern at the imposition of laws and other forms of coercive economic measures, including unilateral sanctions, against developing countries, which violates the Charter of the United Nations and undermines international law and the rules of the World Trade Organization and also severely threaten freedom of trade and investment.
468 - أعرب رؤساء الدول والحكومات عن قلقهم العميق حيال فرض القوانين والأشكال الأخرى من الإجراءات الاقتصادية القسرية التي تشمل العقوبات الأحادية الجانب ضد البلدان النامية والتي من شأنها النيل من القانون الدولي وقواعد منظمة التجارة العالمية، كما تهدد بشدة حرية التجارة والاستثمار.

401 - أعرب الوزراء عن قلقهم العميق حيال فرض القوانين والا شكال الأخرى من الإجراءات الاقتصادية القسرية التي تشمل العقوبات الأحادية الجانب ضد البلدان النامية والتي من شأنها النيل من القانون الدولي وقواعد منظمة التجارة العالمية، كما تهدد بشدة حرية التجارة والاستثمار.

At the Second South Summit held in Doha in June 2005, the imposition of laws and legislation of extraterritorial effect was rejected and all other coercive economic measures, including sanctions imposed unilaterally on developing countries, were condemned.
لقد رفضت الدول في مؤتمر القمة الثاني لبلدان الجنوب المنعقد في الدوحة في حزيران/يونيه 2005 فرض قوانين وتشريعات ذات اختصاص قضائي خارجي، ونددت كذلك بجميع الإجراءات الاقتصادية القسرية الأخرى، بما فيها تلك العقوبات التي تفرض من طرف واحد على البلدان النامية.

78. It should be borne in mind that any economic and transport blockade against a country was a major obstacle to the development of international trade. Armenia condemned the continuing practice of unilateral coercive economic measures, particularly in the South Caucasus, on the grounds that they seriously hampered both the implementation of regional projects and the elaboration of new programmes.
78 - وأضاف أنه يجب أن ندرك أن أي حصار اقتصادي أو حصار على النقل يفرض على أي بلد إنما يعد عقبة كبيرة أمام تنمية التجارة الدولية، وتشجب أرمينيا الاستمرار في ممارسة الإجراءات الاقتصادية القسرية أحادية الجانب خاصة في جنوب القوقاز حيث تعوق تلك الإجراءات بشدة تنفيذ المشروعات الإقليمية ووضع برامج جديدة في تلك الأراضي.

For information purposes, it should be noted that paragraph 5 of the Doha Declaration of 16 June 2005 of the Second South Summit reads as follows: " We firmly reject the imposition of laws and regulations with extraterritorial impact and all other forms of coercive economic measures, including unilateral sanctions against developing countries. "
وعلى سبيل الإبلاغ، تجدر الإشارة إلى أن الفقرة 5 من إعلان الدوحة المعتمد في مؤتمر قمة الجنوب الثانية، والمؤرخ 16 حزيران/يونيه 2005، تنص على ما يلي: ' ' إننا نرفض رفضا حازما فرض قوانين وأنظمة ذات اختصاص قضائي خارجي وكذلك كافة أشكال الإجراءات الاقتصادية القسرية الأخرى بما فيها العقوبات التي تفرض من طرف واحد ضد بلدان نامية...``.

" In the spirit of fostering North-South relations, we underline the necessity for developed countries to eliminate laws and regulations with adverse extraterritorial effects and other forms of unilateral economic coercive measures, inconsistent with the principles of international law, the Charter of the United Nations and the principles of the multilateral trading system. "
