١٣ - إن أحد العناصر الرئيسية لولاية المفوض السامي بصيغتها التي حددتها الجمعية العامة هي المسؤولية عن إجراء حوار مع جميع الحكومات بغية ضمان احترام جميع حقوق اﻹنسان.

٥- وهناك عنصر رئيسي في ولاية المفوض السامي وهو مسؤولية الدخول في حوار مع جميع الحكومات بغية تأمين احترام كل حقوق اﻹنسان.

١- تعلن أن الخدمات الاستشارية والتعاون التقني المقدمين بناء على طلب الحكومات بغية تنمية القدرات الوطنية في ميدان حقوق اﻹنسان يشكلان واحدة من أكثر الوسائل كفاءة وفعالية لتعزيز وحماية جميع حقوق اﻹنسان والديمقراطية؛

11. Declares that advisory services and technical cooperation provided at the request of Governments with a view to developing national capacities in the field of human rights constitute one of the most efficient and effective means of promoting and protecting all human rights and democracy;
11- تعلن أن الخدمات الاستشارية وخدمات التعاون التقني التي تقدم بناء على طلب من الحكومات بغية تنمية القدرات الوطنية في ميدان حقوق الإنسان تشكل إحدى الوسائل الأكثر كفاءة وفعالية لتعزيز وحماية جميع حقوق الإنسان والديمقراطية؛

" Taking note with satisfaction of the positive steps taken by Governments in order to promote and protect the rights and dignity of persons with disabilities,
" وإذ يحيط علما مع الارتياح بالخطوات الإيجابية التي تتخذها الحكومات بغية تعزيز وحماية حقوق المعوقين وكرامتهم،

The Special Rapporteur would like to emphasize that the primary objective of such communications is to enter into a constructive dialogue with Governments in order to investigate specific cases in any country and to identify appropriate measures to remedy the situation.
وتود المقررة الخاصة أن تؤكد أن الهدف اﻷساسي من هذه الاتصالات هو الدخول في حوار بنﱠاء مع الحكومات بغية بحث قضايا معينة في أي بلد، وتحديد التدابير الملائمة لعلاج الحالة.
