12 - وفي إطار تنفيذ نظام المساءلة، يبين الأمين العام المساءلة التي يخضع لها أمام الدول الأعضاء في تقارير يقدمها إليها باعتبارها ممثلة للأجهزة الرئيسية للأمم المتحدة أو ممثلة للهيئات الحكومية الدولية الفرعية.

(ب) آثار كبيرة مترتبة في الميزانية البرنامجية، تقدر بمبلغ 23 مليون دولار، قيد النظر من جانب الهيئات الحكومية الدولية الفرعية ذات الصلة، تتصل ببناء مؤسسات مجلس حقوق الإنسان وتمديد وقت اجتماع اللجنة المعنية للقضاء على التمييز ضد المرأة؛
