The Committee is concerned that the legal status of the Optional Protocol in Uzbekistan is unclear as the State party does not have domestic legislation explicitly giving full effect to the Optional Protocol.

While noting the existence of the current helpline for both adults and children operated by the Icelandic Red Cross, the Committee is concerned at information that due to lack of funding, the Red Cross has shut down the night shelter that was connected to the helpline, and that the State party does not have a helpline specifically for children.

12. While noting the numerous existing sectoral action plans, including on education, nutrition, HIV/AIDS, water and sanitation, the Committee remains concerned that the State party does not have a comprehensive policy or national plan of action for the implementation of the Convention.
