The seventh session of the Forum on Minority Issues will focus on the topic of preventing and addressing violence and atrocity crimes targeted against minorities.

A set of draft recommendations on preventing and addressing violence and atrocity crimes targeted against minorities will be presented for consideration by the Forum.
٨- وستُعرض على نظر المحفل مجموعة من مشاريع التوصيات التي تتناول منع ومواجهة العنف والجرائم الفظيعة التي تستهدف الأقليات.

At the seventh session, the Forum will consider practical and concrete ways to prevent violence and atrocity crimes targeted against minorities and appropriate responses at national, regional and international levels.

The seventh session will consider the theme of " Preventing and addressing violence and atrocity crimes targeted against minorities and will seek to provide all participants with substantive and tangible outcomes in the form of thematic recommendations.

In that context, the draft recommendations recognize that comprehensive implementation of minority rights and the existence of adequate institutional and policy frameworks can effectively contribute to the prevention and response to violence and atrocity crimes targeted against minorities.

65. The seventh session of the Forum on Minority Issues would take place in November 2014 and would focus on violence and atrocity crimes against minorities.
65 - وأضافت أن الدورة السابعة للمنتدى المعني بقضايا الأقليات ستعقد في تشرين الثاني/نوفمبر 2014، وستركز على العنف والجرائم الفظيعة التي ترتكب ضد الأقليات.

The Forum's seventh session was held on 25 and 26 November 2014; its topic was " Preventing and addressing violence and atrocity crimes targeted against minorities " , and it aimed to increase awareness of the obligations of States under international law to protect minorities against violence by creating and/or strengthening institutional and policy frameworks for minority rights protection.
وعقدت دورة المنتدى السابعة يومي 25 و26 تشرين الثاني/نوفمبر 2014، وكان موضوعها " منع ومواجهة أعمال العنف والجرائم الفظيعة التي تستهدف الأقليات " ، وتوخت إذكاء الوعي بالتزامات الدول بحماية الأقليات من العنف عن طريق إنشاء و/أو تعزيز الأطر المؤسسية والسياساتية لحماية حقوق الأقليات.

On 24 November 2014, the day preceding the Forum session, OHCHR held a " Dialogue on the role of the United Nations in preventing and addressing violence and atrocity crimes against minorities " .
28- وفي 24 تشرين الثاني/نوفمبر 2014، أي قبل انعقاد دورة المنتدى بيوم، نظمت المفوضية " الحوار المتعلق بدور الأمم المتحدة في منع ومواجهة أعمال العنف والجرائم الفظيعة التي تستهدف الأقليات " .

5. The work of the Forum on Minority Issues takes into account the great variety of country and minority situations and the fact that, consequently, different measures may be required to prevent and address violence and atrocity crimes targeted against minority groups within a given State.
5- ويراعي المحفل المعني بقضايا حقوق الأقليات في عمله ما تتسم به أوضاع البلدان والأقليات من تنوع كبير وما قد يستدعيه ذلك، تباعاً، من تدابير مختلفة لمنع ومواجهة العنف والجرائم الفظيعة التي تستهدف جماعات الأقليات في دولة ما.

62. Ms. Izsák (Special Rapporteur on minority issues), introducing her report on the effective promotion of the Declaration on the Rights of Persons Belonging to National or Ethnic, Religious and Linguistic Minorities (A/69/266), said that the violence and atrocity crimes perpetrated against minorities was a tragic reality that affected communities in every region.

In that regard, the present draft recommendations provide State authorities, decision makers, public officials, minority groups, non-governmental organizations, academics and others, including media, with an overview of practice and concrete solutions to prevent violence and atrocity crimes targeted against minorities, as well as appropriate responses thereto at the national, regional and international levels.
وفي هذا الصدد، تقدم مشاريع التوصيات هذه إلى سلطات الدول، ومتخذي القرارات، والموظفين العموميين، وجماعات الأقليات، والمنظمات غير الحكومية، والأكاديميين، وغيرهم، بما في ذلك وسائط الإعلام، عرضاً عاماً للممارسات القائمة وحلولاً محددة لمنع العنف والجرائم الفظيعة التي تستهدف الأقليات، فضلاً عن أساليب ملائمة للتصدي لها على الصُعد الوطني والإقليمي والدولي.

8. In their efforts to prevent and address violence and atrocity crimes against minorities, all stakeholders are strongly encouraged to build their initiatives upon the four key pillars of minority rights protection: protection of existence; protection and promotion of minority identity; equality and non-discrimination; and the right to effective participation in all areas of civil, political, public, economic, social and cultural life.
8- وتُشجَّع جميع الجهات صاحبة المصلحة، بقوة، في خضمّ جهودها الرامية إلى منع ومواجهة العنف والجرائم الفظيعة التي تستهدف الأقليات، على بناء مبادراتها على الدعائم الأربع الرئيسية لحماية حقوق الأقليات، ألا وهي حماية الوجود، وحماية وتعزيز هوية الأقليات، والمساواة وعدم التمييز، والحق في المشاركة الفعالة في جميع مناحي الحياة المدنية والسياسية والعامة والاقتصادية والاجتماعية والثقافية.
