To put the above law into force, a decree was passed to determine the amount of public assistance.

All States have the duty to provide general assistance and to comply with the specific requests of cooperation and orders of the Tribunal.

Law No. 54 of 1979, as an amendment to the public assistance provisions, introduced these two cases.

However, in most cases, older persons have to rely on public assistance because they lack sufficient means to afford such services.
ومع ذلك، يُضطر كبار السن في معظم الحالات إلى الاعتماد على المساعدات العامة لأنهم لا يملكون الوسائل الكافية لدفع تكاليف هذه الخدمات.

Moreover, in keeping with the firmly established principles on which Kuwaiti society is based, in particular the principle of social solidarity, the State promulgated the public assistance Act No. 22 of 1987, under which the State undertook to protect every Kuwaiti from misfortune.
وعلاوة على هذا فإن الدولة، انطلاقاً من مبدأ التكافل الاجتماعي وهو أحد المبادئ الراسخة التي قام عليها المجتمع الكويتي، قد أصدرت قانون المساعدات العامة رقم 22 لسنة 1987 ليجد كل كويتي في كنف الدولة ضماناً وأماناً من نوائب الزمن.

Cabinet Ordinance No 8 of 1982 also prescribes the payment of assistance to certain families and individuals to whom the public assistance Act does not apply for a period of one year, which may be extended, or until their crisis has passed, in the following cases:
كما قرر مجلس الوزراء بموجب قراره رقم 8 لسنة 1982 صرف إعانات لبعض الأسر والأفراد ممن لا ينطبق عليهم قانون المساعدات العامة وذلك لمدة سنة واحدة قابلة للتجديد أو لحين تجاوز الأزمة. وهذه الحالات هي:

The legislature made special provision for an increase in public assistance, in accordance with which every person entitled to such assistance received an increase of KD 30.
وأورد المشرِّع حكماً خاصاً يقضي بزيادة المساعدات العامة يمنح بموجبه مستحقو هذه المساعدات زيادة قدرها 30 دينارا لكل منهم.

Care was taken to ensure that the provisions relating to increases are general so that they can be applied to citizens, retirement pension holders and beneficiaries of public assistance in a range of situations. Each of these categories is subject to varying rules.
وقد روعي أن تكون الأحكام المتعلقة بالزيادات عامة حتى يمكن تطبيقها مع اختلاف أوضاع الموظفين وأصحاب المعاشات التقاعدية ومستحقي المساعدات العامة وتنوع القواعد التي تخضع لها كل فئة من هذه الفئات.

In July 1993, the public assistance Scheme was replaced by the Comprehensive Social Security Assistance Scheme.
وفي تموز/يوليه ٣٩٩١ حل مخطط المساعدة الشاملة في مجال الضمان الاجتماعي محلّ مخطط المساعدات العامة.

The State also passed Law No. 9 of 1962 on public assistance, which is aimed at providing help to every Kuwaiti facing difficulty in life.
129- كما أصدرت الدولة القانون رقم 9 لسنة 1962 بشأن المساعدات العامة ليجد كل كويتي في كنف الدولة ضماناً وأماناً من نوائب الزمن.

On 4 July 1978, Law No. 22 of 1978 was enacted to regulate the entitlement to and method of granting public assistance to Kuwaiti families and individuals.
وتلا ذلك صدور القانون رقم 22 في 4 تموز/يوليه 1978 بشأن المساعدات العامة متضمناً قواعد وضوابط منح المساعدات للأسر والأفراد الكويتيين.

297. In November 1991, the Hong Kong Government introduced a " child supplement " to help children on public assistance to meet extra costs of food and for recreational activities.
٧٩٢- في تشرين الثاني/نوفمبر ١٩٩١ أدخلت حكومة هونغ كونغ " إعانة تكميلية للطفل " لمساعدة اﻷطفال الذين يعتمدون على المساعدات العامة على تحمﱡل التكاليف الاضافية لﻷغذية واﻷنشطة الترفيهية.
