١٢ - وانطلاقا من ادراكها الكامل لمسؤولياتها، فقد قدمت تركيا إلى المنظمة البحرية الدولية مخططات فصل حركة المرور في المضائق التركية.

ولذا أكد الرؤساء أن نقل موارد النفط والغاز الطبيعي إلى اﻷسواق العالمية عن طريق خطوط اﻷنابيب أمر لا غنى عنه لتفادي اﻷخطار والتهديدات المتصلة بالبيئة والحياة والممتلكات وسلامة الملاحة، والتي ستنجم عن الزيادة المحتملة في حركة الناقلات، ولا سيما في المضائق التركية.

8. the Turkish Straits are among the very few straits which fall outside Part III of the United Nations Convention on the Law of the Sea, to which Turkey is not a party.
٨ - وتعد المضائق التركية من بين المضائق القليلة جدا التي تخرج عن نطاق الجزء الثالث من اتفاقية اﻷمم المتحدة لقانون البحار، التي لم تنضم إليها تركيا كطرف.

As stipulated in article 35 (c) of the said Convention, passage through the Turkish Straits is regulated by a long-standing international agreement, namely the 1936 Montreux Convention regarding the Regime of Straits.
فكما جاء في المادة ٣٥ )ج( من الاتفاقية المذكورة، ينظم المرور في المضائق التركية اتفاق دولي قائم ونافذ منذ زمن طويل، ألا وهو اتفاقية مونترو لعام ١٩٣٦ بشأن نظام المضائق.

According to Turkish authorities, Turkey was mainly a destination country for cocaine trafficking; however, cocaine was trafficked to Bulgaria and Romania via containers in commercial ships that had the right of free passage through the Turkish Straits under the Montreux Convention Regarding the Regime of the Turkish Straits.
