For the purposes of these rules, the phrase " States Parties present and voting " means States Parties present and casting an affirmative or negative vote; States Parties which abstain from voting shall be considered as not voting. UN ١ - ﻷغراض هذا النظام، يقصد بعبارة " الدول اﻷطراف الحاضرة المصوتة " الدول اﻷطراف الحاضرة التي تدلي بأصواتها إيجابا أو سلبا: أما الدول التي تمتنع عن التصويت فتعتبر غير مصوتة.
    2. If the question arises whether a matter is one of procedure or of substance, the President shall rule on the question. An appeal against this ruling shall immediately be put to the vote and the President's ruling shall stand unless the appeal is approved by a majority of the States Parties present and voting. UN ٢ - إذا أثار خلاف حول ما إذا كانت مسألة ما هي مسألة إجرائية أو مسألة موضوعية، يبت الرئيس في اﻷمر، ويطرح أي طعن في قرار الرئيس للتصويت فورا، ويبقى قرار الرئيس قائما ما لم تبطله أغلبية الدول اﻷطراف الحاضرة المصوتة.
