The Financial Rules relating to the administration of and operations under the budget appropriations shall be deemed to govern, to the extent applicable, commitments authorized and credits made available under the General Assembly resolution relating to unforeseen and extraordinary expenses.
تنظم القواعد المالية المتعلقة بإدارة اعتمادات الميزانية وبالعمليات التي تتم بموجبها، إلى الحد المناسب، الارتباطات المأذون بها والاعتمادات المرصودة بموجب قرار الجمعية العامة المتعلق بالمصروفات غير المنظورة وغير العادية.

13.1 Where, in the opinion of the Registrar, the proposed expenditure cannot be made from the existing appropriations, it shall not be incurred until the Meeting of States Parties has made the necessary appropriations or unless the Registrar certifies that provision can be made under the conditions of an applicable decision of the Meeting of States Parties relating to unforeseen and extraordinary expenses.
١٣-١ إذا تعذر، في رأي المسجل، تغطية النفقات المقترحة من الاعتمادات الجارية، لا يرتبط بها حتى يقر اجتماع الدول اﻷطراف الاعتمادات اللازمة، ما لم يشهد المسجل بأنه يمكن تغطية النفقات بالشروط المنصوص عليها في قرار اجتماع الدول اﻷطراف المتعلق بالمصروفات غير المنظورة وغير العادية.

13.1 Where, in the opinion of the Registrar, the proposed expenditure cannot be made from the existing appropriations, it shall not be incurred until the Meeting of States Parties has made the necessary appropriations or unless the Registrar certifies that provision can be made under the conditions of the applicable decision of the Meeting of States Parties relating to unforeseen and extraordinary expenses.

Regulation 2.11: Where, in the opinion of the Secretary-General, a proposed expenditure cannot be made from the existing appropriation, it shall not be incurred until the General Assembly has made the necessary appropriation, unless the Secretary-General certifies that the expenditure can be made under the provisions of the Assembly resolution relating to unforeseen and extraordinary expenses.
البند 2 - 11: إذا تعذر، في رأي الأمين العام، تغطية نفقات مقترحة من الاعتمادات الجارية، لا يرتبط بها حتى تقر الجمعية العامة الاعتمادات اللازمة، ما لم يشهد الأمين العام بأنه يمكن تغطية النفقات حسب الأحكام المنصوص عليها في قرار الجمعية العامة المتعلق بالمصروفات غير المنظورة وغير العادية.

Regulation 13.2: Where, in the opinion of the Secretary-General, the proposed expenditure cannot be made from the existing appropriations, it shall not be incurred until the General Assembly has made the necessary appropriations, unless the Secretary-General certifies that provision can be made under the conditions of the resolution of the General Assembly relating to unforeseen and extraordinary expenses.
البند 13-2: إذا تعذر، في رأي الأمين العام، تغطية النفقات المقترحة من الاعتمادات الجارية، لا يرتبط بها حتى تقر الجمعية العامة الاعتمادات اللازمة، ما لم يشهد الأمين العام بأنه يمكن تغطية النفقات بالشروط المنصوص عليها في قرار الجمعية العامة المتعلق بالمصروفات غير المنظورة وغير العادية.

Authorizations to incur commitments under the resolution relating to unforeseen and extraordinary expenses shall be issued personally by the USG/AM or by the Controller or, in their absence, by such other official as may be specifically designated by the Secretary-General.
القاعدة 103-8 يصدر الإذن بعقد ارتباطات بموجب القرار المتعلق بالمصروفات غير المنظورة وغير العادية عن وكيل الأمين العام للشؤون الإدارية والتنظيمية أو المراقب المالي شخصيا أو، في حالة غيابهما، عن أي موظف آخر يسميه الأمين العام لهذا الغرض على وجه التحديد.
