We appreciate the efforts carried out by Mr. Jean-Francis Régis Zinsou of Benin, Chairman of Working Group I, charged with consideration of the item entitled " Recommendations for achieving the objective of nuclear disarmament and non-proliferation of nuclear weapons " .
ونقدر الجهود التي يبذلها السيد جان - فرانسيس ريجيس زينسو، رئيس الفريق العامل الأول المكلف بالنظر في البند المعنون " توصيات بتحقيق الهدف المتمثل في نزع السلاح النووي وعدم انتشار الأسلحة النووية " .

With respect to the agenda item, entitled " Recommendations for achieving the objective of nuclear disarmament and non-proliferation of nuclear weapons " , my delegation would first like to thank the Chairman of Working Group I for the non-paper distributed on 13 March to the States members of the Commission.

9. In accordance with the decision taken at its organizational session, the Disarmament Commission entrusted Working Group I with the mandate of dealing with agenda item 4, entitled " Recommendations for achieving the objective of nuclear disarmament and non-proliferation of nuclear weapons " .

The item entitled " Recommendations for achieving the objective of nuclear disarmament and non-proliferation of nuclear weapons " , which we will be discussing in Working Group I, will, we believe, help to reinforce disarmament and international security, for which we are all working.

At its organizational session, held at its 283rd plenary meeting, on 18 March 2008, the Disarmament Commission adopted the agenda for its 2008 substantive session (A/CN.10/L.57) and decided to allocate agenda item 4, " Recommendations for achieving the objective of nuclear disarmament and non-proliferation of nuclear weapons " , to Working Group I.

It is heartening that the Commission will continue to consider two very significant thematic issues during the current cycle, namely " Recommendations for achieving the objective of nuclear disarmament and non-proliferation of nuclear weapons " , and " Practical confidence-building measures in the field of conventional weapons " .

At its 268th meeting, on 28 March 2006, the Disarmament Commission adopted its agenda for the 2006 substantive session (A/CN.10/L.57), and decided to allocate to Working Group I agenda item 4, entitled " Recommendations for achieving the objective of nuclear disarmament and non-proliferation of nuclear weapons " .
1 - أقرت هيئة نزع السلاح في جلستها 268 المعقودة في 28 آذار/مارس 2006 جدول أعمالها للدورة الموضوعية لعام 2006 (A/CN.10/L.57)، وقررت أن تحيل إلى الفريق العامل الأول البند 4 من جدول الأعمال المعنون ' ' توصيات بتحقيق الهدف المتمثل في نزع السلاح النووي وعدم انتشار الأسلحة النووية``.

5. At the fourth meeting of the Working Group, on 24 April, the Chairman submitted a working paper, entitled " Recommendations for achieving the objective of nuclear disarmament and non-proliferation of nuclear weapons " (A/CN.10/2006/WG.I/WP.4), which took into consideration written and oral submissions, and which was commented on by delegations.

We hope that in the Working Group on the item entitled " Recommendations for achieving the objective of nuclear disarmament and non-proliferation of nuclear weapons " we can consider in a frank and open manner the reasons behind, for example, the lack of progress in the implementation of the 13 practical steps agreed upon at the 2000 NPT Review Conference.
ونأمل أن نتمكن في الفريق العامل المعني بالبند المعنون " توصيات بتحقيق الهدف المتمثل في نزع السلاح النووي وعدم انتشار الأسلحة النووية " من النظر بطريقة صريحة ومفتوحة في الأسباب، على سبيل المثال، وراء عدم إحراز تقدم في تنفيذ الخطوات العملية الـ 13 التي اتفق عليها في المؤتمر الاستعراضي لمعاهدة عدم الانتشار لعام 2000.

In accordance with its decision at its organizational session, the Commission allocated agenda item 4, " Recommendations for achieving the objective of nuclear disarmament and non-proliferation of nuclear weapons " , to Working Group I, which was chaired by Jean-Francis Régis Zinsou (Benin) and held two informal consultations, on 20 February and 19 March, and 11 formal meetings, from 11 to 25 April 2007.

In that regard, we are fully committed to the success of the Commission in achieving agreement on the three agenda items: " Recommendations for achieving the objective of nuclear disarmament and non-proliferation of nuclear weapons " , " Elements of a draft declaration of the 2010s as the fourth disarmament decade " and " Practical confidence-building measures in the field of conventional weapons " .
وفي ذلك الصدد، نحن ملتزمون تماما بنجاح الهيئة في التوصل إلى اتفاق بشأن البنود الثلاثة لجدول الأعمال: " توصيات بتحقيق الهدف المتمثل في نزع السلاح النووي وعدم انتشار الأسلحة النووية " و " عناصر مشروع إعلان الفترة من عام 2010 إلى عام 2019 عقدا رابعا لنزع السلاح " و " التدابير العملية لبناء الثقة في مجال الأسلحة التقليدية " .

I am happy to report that the recommendations contained in operative paragraph 5 were fully met and that, over the period of the next three years, the Commission will be taking up two very interesting and topical items: " Recommendations for achieving the objective of nuclear disarmament and non-proliferation of nuclear weapons " and " Practical confidence-building measures in the field of conventional weapons " .
