Before concluding, I should like to highlight the successful actions carried out in the past few years by the United Nations under the leadership of the Secretary-General, Mr. Kofi Annan, who has enabled us to keep on the international agenda substantive issues that confront many societies daily, which has enabled this universal institution to be in direct contact with concerns and challenges that are worrisome to all members of the human family.
وقبل أن أختم أود أن أسلط الضوء على الأفعال الناجحة التي اضطلعت بها الأمم المتحدة خلال السنوات القليلة الماضية بقيادة الأمين العام السيد كوفي عنان، الذي مكننا من أن نستبقي على جدول الأعمال الدولي قضايا هامة تواجه كثيرا من المجتمعات اليوم، مكنت هذه المؤسسة العالمية من أن تكون على صلة مباشرة بالشواغل والتحديات المختلفة التي تقض مضاجع جميع أعضاء الأسرة البشرية.

While United Nations efforts to engage in preventive diplomacy and respond to crises have provided some welcomed successes, those successes will prove to be only temporary if governmental leaders and the United Nations bodies are unwilling to find ways to fulfil their responsibility to protect and give all nations an effective voice directed towards the betterment of all members of the human family.
ومع أن جهود الأمم المتحدة للانخراط في الدبلوماسية الوقائية قد حققت بعض النجاحات التي تستحق الثناء، فإن تلك النجاحات ستكون مجرد نجاحات مؤقتة إن لم يكن القادة الحكوميون وهيئات الأمم المتحدة مستعدين لإيجاد السبل للاضطلاع بمسؤوليتهم عن الحماية وإعطاء جميع الدول صوتا فعالا لتحسين حالة جميع أعضاء الأسرة البشرية.

He points out that article 26 of the Covenant is by nature intended to prevent all forms of discrimination against any human, without distinction of any kind, including distinction such as " birth or other status " , and that it covers all of humankind, as can be implied from the use of words like " all persons " , " everyone " , " all members of the human family " , " human beings " and " all individuals " .
