He evoked the three following reasons which led the French Government to opt for a global consultation with the Comorian people on the question self-determination:
لقد استند إلى اﻷسباب الثلاثة التالية التي جعلت الحكومة الفرنسية تختار التشاور الشامل مع شعب جزر القمر بشأن مسألة تقرير المصير:

Aware of its weaknesses and what is at stake with respect to the question of the Comorian island of Mayotte, the people of Comoros has since 1975 been turning to the States represented here, which make up the world community.

Looking beyond such measures, which come under French domestic law, I should like to stress the principle of the inviolability, under international law, of borders inherited from the colonial era and thereby to make it clear that the Comorian demand is indeed in conformity with the law.
