ومثال على ذلك قيام أمريكا وبريطانيا وفرنسا بفرض حظر الطيران على شمال وجنوب العراق وهو عمل لا قانوني ومحرم دوليا وقد أكد الناطق الرسمي باسم اﻷمين العام لﻷمم المتحدة أكثر من مرة عدم وجود أية علاقة لﻷمم المتحدة بهذا العمل.

I wish to inform you that, on 17 August 1999, United States and British aircraft launched a further attack against civilian targets, public facilities and housing units in northern and southern Iraq causing yet more innocent victims, both killed and injured, as described below:

)د( تزعم الحكومتان اﻷمريكية والبريطانية أن فرض الحظر الجوي على شمال وجنوب العراق هو إجراء منسجم مع قرار مجلس اﻷمن ٨٨٦ )١٩٩١(.

The claim that the United States and British aggression is intended to defend measures to protect the air exclusion zones in the north and south of Iraq, which has been imposed by these two States without any right, and without any basis in law or legitimacy, is a pathetic attempt to justify their continuing military aggression against Iraq.
إن العدوان العسكري اﻷمريكي والبريطاني لهاتين الدولتين بزعم الدفاع عن إجراءات حماية مناطق حظر الطيران في شمال وجنوب العراق التي تفرضها هاتان الدولتان دون وجه حق أو أساس قانوني أو شرعي هو محاولة بائسة لتسويغ عدوانهما العسكري المستمر ضد العراق.

On instructions from my Government and further to my letter dated 22 July 1999, I have the honour to inform you that on 29 and 30 July 1999 the United States of America and the United Kingdom of Great Britain and Northern Ireland committed further barbarous crimes in the north and south of Iraq, in addition to the series of hideous crimes that those two States commit on a daily basis against the people and Republic of Iraq.

Since the large-scale military aggression in October 1991, those States had, without the authorization of the Security Council, imposed a no-flight zone in the northern and southern portions of the country, and their continued air attacks had claimed scores of victims among the civilian population and had destroyed public and private property.
وتفرض هاتان الدولتان منذ عام 1991 منطقة حظر الطيران في شمال وجنوب العراق دون أي تخويل من مجلس الأمن، بالإضافة إلى قيام طائراتهما بغارات مستمرة على العراق راح ضحيتها عشرات من المواطنين العراقيين وتدمير الممتلكات العامة والخاصة.
