In order to capture and report the emergence of new synthetic substances and trends in drug use in different parts of the world, there is a need to develop guidelines for implementing early warning and reporting systems to monitor these new and emerging trends.
68- ومن أجل توضيح بروز مواد اصطناعية جديدة واتجاهات جديدة في تعاطي المخدِّرات في أجزاء مختلفة من العالم والإبلاغ عنها، لا بدّ من وضع مبادئ توجيهية من أجل تطبيق نظم للإنذار المبكر والإبلاغ لرصد تلك الاتجاهات الجديدة والناشئة.

In order to gain an improved understanding of regional and global trends in drug use -- a key indicator measuring the progress and results achieved in implementation of the Political Declaration and Plan of Action on International Cooperation towards an Integrated and Balanced Strategy to Counter the World Drug Problem -- it is crucial that information on drug use be available from a larger number of Member States.
