14. The Committee recommends that the State party establish a central data collection system in order to identify, inter alia, the number of children involved with non-State armed groups, and the number of children present within its jurisdiction who may have been recruited or used in hostilities by non-State armed groups abroad.

23. The Committee notes that while the Armed Forces Act (2007) criminalizes the recruitment of persons who do not meet the conditions of recruitment, including the minimum age of 18 years, the State party's penal legislation does not provide for a sanction in the case of the recruitment of children and their use in hostilities by armed groups who are not part of the State party's military.
