[(ج) الأمانة إذا أدركت، أثناء أدائها لوظائفها بموجب الفقرة 2 من المادة 20 من الاتفاقية، أن أحد الأطراف قد يواجه صعوبات في الامتثال لالتزاماته بموجب الاتفاقية وعلى أساس التقرير الثاني والتقارير التالية التي تتلقاها عملاً بالمادة 15 بشرط ألا تكون هذه المسألة قد تمت تسويتها في غضون تسعين يوماً من خلال التشاور مع الطرف المعني.
