(a) The general situation of the Administration of Juvenile Justice and in particular its compatibility with the Convention and other recognized international standards;

(c) United Nations Standard Minimum Rules for the Administration of Juvenile Justice (the Beijing Rules, 1985);

627. The Committee recommends that the State party take all necessary measures to prevent and prohibit all forms of torture or other cruel, inhuman and degrading treatment or punishment in all settings, with special attention to the Administration of Juvenile Justice and alternative care institutions.
627- وتوصي اللجنة الدولة الطرف بأن تتخذ جميع التدابير اللازمة لمنع وحظر جميع أشكال التعذيب أو غيره من ضروب المعاملة أو العقوبة القاسية واللاإنسانية والمهينة في جميع الأوساط، مع إيلاء اهتمام خاص لإدارة قضاء الأحداث ومؤسسات الرعاية البديلة.

In light of articles 37, 40 and 39 and other relevant United Nations standards in this field, such as the United Nations Standard Minimum Rules for the Administration of Juvenile Justice (the Beijing Rules), the United Nations Guidelines for the Prevention of Juvenile Delinquency (the Riyadh Guidelines) and the United Nations Rules for the Protection of Juveniles Deprived of Their Liberty, the Committee recommends that the State party:
وفي ضوء المواد 37 و40 و39 وغيرها من معايير الأمم المتحدة ذات الصلة في هذا الميدان، مثل قواعد الأمم المتحدة النموذجية الدنيا لإدارة قضاء الأحداث (قواعد بيجين)، ومبادئ الأمم المتحدة التوجيهية لمنع جنوح الأحداث (مبادئ الرياض التوجيهية)، وقواعد الأمم المتحدة لحماية الأحداث المحرومين من حريتهم، توصي اللجنة بأن تقوم الدولة الطرف بما يلي:

962. The Committee welcomes the State party's seeking advice and technical assistance to ensure the full integration of the provisions of the Convention in its legislation, to establish a system of administration of juvenile justice, and to train professionals on the rights of the child.
٩٦٢ - وترحب اللجنة بالتماس الدولة الطرف المشورة والمساعدة التقنية لضمان الدمج الكامل ﻷحكام الاتفاقية في تشريعاتها، وﻹنشاء نظام ﻹدارة قضاء اﻷحداث وتدريب المهنيين على حقوق الطفل.

In the light of articles 37, 40 and 39 and other relevant United Nations standards in this field, such as the United Nations Standard Minimum Rules for the Administration of Juvenile Justice (the Beijing Rules), the United Nations Guidelines for the Prevention of Juvenile Delinquency (the Riyadh Guidelines) and the United Nations Rules for the Protection of Juveniles Deprived of their Liberty, the Committee recommends that the State party:

(a) Establish a juvenile justice system, including juvenile courts, to ensure the full implementation of juvenile justice standards, in particular articles 37, 40 and 39 of the Convention, as well the United Nations Standard Minimum Rules for the Administration of Juvenile Justice (the Beijing Rules) and the United Nations Guidelines for the Prevention of Juvenile Delinquency (the Riyadh Guidelines);

(a) Ensure the full implementation of juvenile justice standards and in particular articles 37, 39 and 40 of the Convention, as well as the United Nations Standard Minimum Rules for the Administration of Juvenile Justice (the Beijing Rules) and the United Nations Guidelines for the Prevention of Juvenile Delinquency (the Riyadh Guidelines), inter alia, by providing full support to the pilot projects aiming at such full implementation;
(أ) أن تكفل الإنفاذ التام لمعايير قضاء الأحداث، لا سيما المواد 37 و39 و40 من الاتفاقية، وكذلك قواعد الأمم المتحدة النموذجية الدنيا لإدارة قضاء الأحداث (قواعد بيجين) ومبادئ الأمم المتحدة التوجيهية لمنع جنوح الأحداث (مبادئ الرياض التوجيهية)، بما في ذلك من خلال تقديم الدعم الكامل للمشاريع النموذجية الرامية إلى تحقيق هذا الإنفاذ الكامل؛

(أ) كفالة التنفيذ الكامل لمعايير قضاء الأحداث، وبخاصة المواد 37 و39 و40 من الاتفاقية فضلاً عن قواعد الأمم المتحدة النموذجية الدنيا لإدارة قضاء الأحداث (قواعد بيجين) ومبادئ الأمم المتحدة التوجيهية بشأن منع جنوح الأحداث (مبادئ الرياض التوجيهية)، وفي ضوء يوم مناقشة اللجنة بشأن إدارة شؤون قضاء الأحداث عام 1995 (CRC/C/69)؛
