١٢ - واسترسل قائلا إن غايات أي إصلاح حقيقي يجب أن تكون: تأكيد الدور الرئيسي لﻷمم المتحدة في التنمية الاقتصادية والاجتماعية؛ تأسيس الديمقراطية الحقيقية على المستوى العالمي لصنع القرار؛ تقوية آليات التعاون لمصلحة بلدان الجنوب كجهد لمساعدتها في الاندماج بسرعة أكثر في الاقتصاد العالمي؛ وزيادة الموارد لغرض التنمية.
