Further to my letter of 10 May 2004 (S/2004/388), I have the honour to refer to Security Council resolution 1535 (2004), in which the Council requests that I appoint an Executive Director of the Counter-Terrorism Committee Executive Directorate.
إلحاقا برسالتي المؤرخة 10 أيار/مايو 2004 (S/2004/388)، يشرفني أن أشير إلى قرار مجلس الأمن 1535 (2004) الذي طلب فيه المجلس إليَّ أن أقوم بتعيين مدير تنفيذي للإدارة التنفيذية للجنة مكافحة الإرهاب.

Following consultations and subject to the Council's approval, it is my intention to appoint His Excellency Mr. Javier Rupérez (Spain) as Executive Director of the Counter-Terrorism Committee Executive Directorate.
وبعد المشاورات، ورهنا بموافقة المجلس، أعتزم تعيين سعادة السيد خافيير روبيريز (إسبانيا) مديرا تنفيذيا للإدارة التنفيذية للجنة مكافحة الإرهاب.

24. The Committee, inter alia, through the Chair, will work closely with the Executive Director of the Counter-Terrorism Committee Executive Directorate in order to contribute to its success in the implementation of the provisions of Security Council resolutions 1535 (2004) and 1566 (2004).

In accordance with the provisions of resolution 1535 (2004), the Secretary-General transmitted an organizational plan for the Counter-Terrorism Committee Executive Directorate to the Committee on 29 July 2004.
ووفقا لأحكام القرار 1535 (2004)، أحال الأمين العام إلى اللجنة في 29 تموز/يوليه 2004 خطة تنظيمية للإدارة التنفيذية للجنة مكافحة الإرهاب.

144. In the exchange of letters between the Secretary-General and the President of the Security Council (S/2004/388, S/2004/389 and S/2004/390), the Security Council approved the appointment of Javier Rupérez as the Executive Director of the Counter-Terrorism Committee Executive Directorate.
144- وأثناء تبادل الرسائل بين الأمين العام ورئيس مجلس الأمن (S/2004/388 و S/2004/389 و S/2004/390)، وافق مجلس الأمن على تعيين السيد خافيير رويريز في منصب المدير التنفيذي للإدارة التنفيذية للجنة مكافحة الإرهاب.

8. On 29 July 2004, the Committee had endorsed an organizational plan for the Counter-Terrorism Committee Executive Directorate that, in accordance with Security Council resolution 1535 (2004), had been submitted by the Executive Director of the Directorate, in consultation with and through the Secretary-General to the Committee plenary.
8 - في 29 تموز/يوليه 2004، أقرت اللجنة خطة تنظيمية للإدارة التنفيذية للجنة مكافحة الإرهاب قدمها، وفقا لقرار مجلس الأمن 1535 (2004)، المدير التنفيذي للإدارة التنفيذية للجنة في جلسة عامة للجنة بالتشاور مع الأمين العام وعن طريقه.

In accordance with these resolutions, the Committee will continue its efforts to ensure the full operational status of the Counter-Terrorism Committee Executive Directorate and further increase the Committee's capacity, inter alia, through enhanced cooperation with the Al-Qaida/Taliban sanctions committee established pursuant to resolution 1267 (1999) and the Committee established pursuant to resolution 1540 (2004).

On 12 August, following consultations among the members of the Council pursuant to resolution 1535 (2004), the Council endorsed the organizational plan of the Counter-Terrorism Committee Executive Directorate that had been submitted to the Counter-Terrorism Committee by the Executive Director of the Counter-Terrorism Committee Executive Directorate in consultation with and through the Secretary-General.
في 12 آب/أغسطس، وفي أعقاب المشاورات التي دارت بين أعضاء مجلس الأمن إعمالا للقرار 1535 (2004)، صدق المجلس على الهيكل التنظيمي للإدارة التنفيذية للجنة مكافحة الإرهاب الذي كان المدير التنفيذي للإدارة قد قدمه إلى اللجنة بالتشاور مع الأمين العام وعن طريقه.

As indicated in paragraphs 150 and 151 above, as a transitional arrangement, the initial resource requirements of the Counter-Terrorism Committee Executive Directorate for the six-month period ending 31 December 2004 amounting to $617,700 were met through the redeployment of resources which had been appropriated under Section 3, Political affairs, for secretariat support to the Counter-Terrorism Committee.
وكما ذكر في الفقرتين 150 و 151 أعلاه، وكترتيب انتقالي، تمت تغطية الاحتياجات الأولية من الموارد اللازمة للإدارة التنفيذية للجنة مكافحة الإرهاب خلال فترة الستة أشهر المنتهية في 31 كانون الأول/ديسمبر 2004 والبالغ قدره 700 617 دولار بإعادة تخصيص الموارد التي سبق أن رصدت في إطار الباب 3، الشؤون السياسية، لدعم أمانة لجنة مكافحة الإرهاب.
