96- ورأت وفود أخرى أنَّ دور الأمين العام للمحكمة الدائمة للتحكيم كجهة لتسمية سلطات التعيين في إطار قواعد الأونسيترال للتحكيم توفِّر صلة طبيعية أوضح بالأونسيترال.

Thus, the PCA had adopted two new sets of optional procedural rules: the Permanent Court of Arbitration Optional Rules for Arbitrating Disputes between Two States, adopted in 1992, and the Permanent Court of Arbitration Optional Rules for Arbitrating Disputes between Two Parties of Which Only One is a State, adopted in 1993.

62- ولاحظت اللجنة الفرعية بارتياح ما قدّمه المراقب عن رابطة القانون الدولي من معلومات عن أنشطة تلك المنظمة فيما يتعلق بعمل الفريق الاستشاري التابع للمحكمة الدائمة للتحكيم والمعني بتسوية المنازعات المتصلة بأنشطة القطاع الخاص في الفضاء الخارجي.

On 6 December 2011 the Administrative Council of the Permanent Court of Arbitration adopted the Optional Rules for Arbitration of Disputes relating to Outer Space Activities.
في 6 كانون الأول/ديسمبر 2011، اعتمد المجلس الإداري للمحكمة الدائمة للتحكيم " القواعد الاختيارية للتحكيم في المنازعات الناشئة عن أنشطة الفضاء الخارجي " .

The Subcommittee invited ILA to inform the Subcommittee at its fifty-first session about the activities of that organization in relation to the work of the advisory group on dispute settlement relating to private activities in outer space of the Permanent Court of Arbitration.
50- ودعت اللجنة الفرعية رابطة القانون الدولي إلى إبلاغ اللجنة الفرعية في دورتها الحادية والخمسين عن أنشطة تلك المنظمة فيما يتعلق بعمل الفريق الاستشاري المعني بتسوية المنازعات المتصلة بالأنشطة الخاصة في الفضاء الخارجي، والتابع للمحكمة الدائمة للتحكيم.

25. the Permanent Court of Arbitration (PCA) encourages the open-ended ad hoc group of experts as well as the Conference of the Parties (COP) to consider adopting the PCA Environmental Rules as the arbitration and conciliation annexes referred to in article 28, paragraphs 2 (a) and 6 of the UNCCD.
25- تشجع المحكمة الدائمة للتحكيم فريق الخبراء المخصص المفتوح العضوية وكذا مؤتمر الأطراف على النظر في اعتماد القواعد البيئية للمحكمة الدائمة للتحكيم بصفتها مرفقي التحكيم والتوفيق المشار إليهما في الفقرة 2(أ) والفقرة 6 من المادة 28 من اتفاقية مكافحة التصحر.

The Committee noted that the Optional Rules for Arbitration of Disputes Relating to Outer Space Activities had been adopted by the Administrative Council of the Permanent Court of Arbitration on 6 December 2011, and welcomed the agreement of the Subcommittee to invite the Court to provide information to the Subcommittee at its future sessions on the Optional Rules.
211- وأحاطت اللجنة علماً بأنَّ المجلس الإداري للمحكمة الدائمة للتحكيم اعتمد في 6 كانون الأول/ديسمبر 2011 القواعد الاختيارية بشأن التحكيم في المنازعات المتعلقة بأنشطة الفضاء الخارجي، ورحّبت باتفاق اللجنة الفرعية على دعوة المحكمة إلى تزويد اللجنة الفرعية في دوراتها المقبلة بمعلومات عن القواعد الاختيارية.

A first report will be submitted on the matter, together with the other three space law topics under that mandate (namely the 2011 Optional Rules for Arbitration of Disputes Relating to Outer Space Activities of the Permanent Court of Arbitration, the use of satellite data in court and related privacy issues, and space debris), to the 76th ILA Conference, to be held in Washington, D.C. from 7 to 12 April 2014.
وسوف يُقدَّم أول تقرير في هذا الشأن، إضافة إلى المواضيع الثلاثة الأخرى بخصوص قانون الفضاء (وهي: القواعد الاختيارية للمحكمة الدائمة للتحكيم بشأن التحكيم في المنازعات المتعلقة بأنشطة الفضاء الخارجي، واستخدام البيانات الساتلية في المحاكم ومسائل الخصوصية ذات الصلة، والحطام الفضائي)، إلى الدورة السادسة والسبعين لمؤتمر رابطة القانون الدولي المزمع عَقْدُها في واشنطن العاصمة من 7 إلى 12 نيسان/أبريل 2014.

The Deputy Secretary-General of PCA made a presentation and indicated that PCA was an intergovernmental organization founded in 1899 pursuant to the Convention for the Pacific Settlement of International Disputes, which was revised in 1907. The two founding conventions of PCA specified that PCA was to remain available at all times and to all States, whether or not they had signed one of its founding conventions.
91- قدّم نائب الأمين العام للمحكمة الدائمة للتحكيم عرضاً إيضاحياً، وذكر أنَّ المحكمة الدائمة هي منظمة حكومية دولية أُسِّست في عام 1899 بمقتضى اتفاقية تسوية المنازعات الدولية بالوسائل السلمية، التي نُقِّحت في عام 1907.() وتنص الاتفاقيتان المؤسِّستان للمحكمة الدائمة على أن تظل المحكمة متاحة في كل الأوقات ولجميع الدول، سواء أكانت قد وَقَّعت على إحدى الاتفاقيتين المؤسِّستين لها أم لا.
