The Open-ended Working Group will continue to give serious consideration to the issue of the working methods and procedures of the Security Council.

My delegation believes that there is an imperative need, not only to improve transparency in the methods and procedures of the Security Council, but also transparency in the relations between the Security Council and the rest of the membership of the General Assembly.

As we are all aware, a clear consensus exists among the Member States on the urgent need for reform of the structure and procedures of the Security Council.

Another valuable point of agreement which, to our regret, was not reflected in the report, was the adoption by the Working Group of a package-deal approach providing for the inclusive and thorough consideration of mutually interrelated issues of increase in the membership and changes in the working methods and procedures of the Security Council.

12. Based on the discussions in February and March 1996 and requests by delegations, the Bureau prepared a non-paper on the working methods and procedures of the Security Council (A/AC.247/1996/CRP.4).
٢١ - وعلى أساس المناقشات التي دارت في شباط/فبراير وآذار/مارس ١٩٩٦ وطلبات الوفود، أعد المكتب ورقة غفلا بشأن أساليب عمل مجلس اﻷمن وإجراءاته (A/AC.247/1996/CRP.4).

22. Upon the request of the Open-ended Working Group, the Secretariat prepared an inventory of measures taken by the Security Council to enhance its working methods and procedures (A/AC.247/1996/CRP.3) and the Bureau prepared a non-paper on the working methods and procedures of the Security Council (see annex III) as background documents.
٢٢ - وبناء على طلب الفريق العامل المفتوح باب العضوية، أعدت اﻷمانة العامة قائمة بالتدابير التي اتخذها مجلس اﻷمن لتحسين أساليب عمله وإجراءاته )A/AC.247/1996/CRP.3( وأعد المكتب ورقة غفلا بشأن أساليب عمل مجلس اﻷمن وإجراءاته )انظر المرفق الثالث( باعتبارهما وثيقتي معلومات أساسية.

Since peace is an indivisible concept involving the entire international community, we consider that in the reform and expansion of the Security Council, we must bear in mind the principles of the sovereign equality of States and equitable geographical distribution, as well as the need for transparency, responsibility and democratization as regards the methods of work and procedures of the Security Council, including the decision-making process.
وحيث أن السلم مفهوم لا يتجزأ ويشمل المجتمع الدولي كله، فإننا نعتقد أنه عند إصلاح مجلس اﻷمن وتوسيعه ينبغي أن نراعي مبادئ المساواة في السيادة بين الدول والتوزيع الجغرافي العادل وكذلك ضرورة تحقيق الشفافية والمسؤولية والطابع الديمقراطي فيما يتعلق بأساليب عمل مجلس اﻷمن وإجراءاته بما في ذلك عملية صنع القرار.
